Employment Type: Contractual (renewal on a yearly basis)
Purpose of the Role: Support spatial data analysis, mapping, and visualization for participatory planning and infrastructure development in informal settlements. Collaborate with communities, Slum Dwellers Associations (SDAs),Urban Local Bodies, and technical teams to generate actionable insights through GIS tools and spatial intelligence.
Key Deliverables:
Spatial Data Management & Analysis:
• Manage geospatial data available from field surveys, satellite imagery, and government sources.
• Conduct spatial analysis to identify vulnerabilities, service gaps, and planning opportunities in slum settlements.
• Generate thematic maps to support neighborhood development plans and infrastructure proposals.
Participatory Mapping & Visualization:
• Facilitate participatory mapping exercises with communities and SDA members.
• Develop user-friendly visualizations to communicate spatial data to non-technical stakeholders.
• Support design charrettes and planning workshops with GIS-based inputs.
• Technical Support to Planning & Infrastructure Teams:
• Provide GIS layers and spatial insights to Urban Planners, Architects, and ULB engineers.
• Integrate GIS data with AutoCAD, SketchUp, and other design tools for comprehensive planning.
• Ensure spatial data supports climate resilience, universal accessibility, and sustainability goals.
Capacity Building:
• Train Cluster Coordinators and SDA members on basic GIS concepts and community mapping.
• Develop templates and dashboards for community-led monitoring of infrastructure projects.
• Documentation & Reporting:
• Maintain organized databases and metadata for all spatial datasets.
• Prepare GIS reports, maps, and presentations for internal reviews and external stakeholders.
Key areas of intervention:
• Participatory Habitat Planning: Use GIS tools to support spatial and vulnerability mapping of slums, enabling co-creation of inclusive development plans.
• Unlocking Public Entitlements: Map service delivery gaps and support saturation of government schemes through spatial targeting.• Strengthening Slum Institutions: Build capacity of SDAs in spatial literacy and community asset mapping for long-term sustainability.
Positioning:
Selected candidate will be posted at the State PMU in Bhubaneswar but will frequently travel to Urban Local Bodies across Angul, Dhenkanal, Ganjam, Jajpur, Keonjhar, Khurda, Sundargarh, Cuttack, Sambalpur, and Mayurbhanj districts of Odisha. Must be open to relocation across India based on organizational needs.
Work experience in years:
3 - 8 Years
Additional weightage for candidates with experience in participatory mapping, urban development, and infrastructure planning.
Minimum Qualification:
A full-time bachelor’s degree in any stream (experience in geoinformatics, GIS analysis or related fields will be preferred).

Technical Skill Sets:
• Proficiency in GIS software (ArcGIS, QGIS), AutoCAD, and spatial data tools.
• Strong skills in spatial analysis, remote sensing, and map creation.
• Proficient in Microsoft Office (Word, Excel, PowerPoint).
• Effective communication in English, Hindi, and Odia (reading, writing, speaking).
