Program Director

West Bank / Gaza People-to-People Partnership for Peace Fund Activity

World Learning is a leading international non-profit organization advancing education, systems strengthening, and inclusive development through programming around the world. We are seeking a Program Director for an anticipated peacebuilding activity in West Bank / Gaza that aims to promote greater understanding, mutual trust, and cooperation through Israeli and Palestinian partnerships that address common social development challenges.

The Program Director will be responsible for management and technical leadership and provide overall oversight of the implementation of all activities under this program. They will serve as World Learning's principal liaison to the funder. The ideal candidate will be a dynamic individual with exceptional representation skills, and manager with experience in developing partnerships in both Israel and the West Bank/Gaza, coordinating with government entities, partner organizations, and program stakeholders, and be able to work effectively and respectfully with individuals from diverse backgrounds in a challenging environment.

Recruitment is contingent upon successful award of the project.

Responsibilities
  • Provide overall management and technical leadership, in addition to strategic direction for the program;
  • Oversee program administration, implementation, and fiscal management to ensure financial activity aligns with budget allocations, internal policies, and USAID regulations;
  • Oversee and monitor quality of all program activities, and ensure reports, work plans, and other program deliverables are timely and of high quality;
  • Serve as overall communications lead / liaison with the donor, implementing partners, and key stakeholders including government representatives, civil society actors, among others in West Bank / Gaza and Israel;
  • Report regularly to World Learning HQ, providing timely updates of all situational, security, and program developments;
  • Manage and supervise team of local and international staff and consultants;
  • Represent World Learning at conferences, working groups, and meetings;
  • Other responsibilities as assigned.

Requirements

  • Advanced degree in a relevant field required;
  • A minimum of 10 years of professional experience in management of donor-funded projects in challenging environments related to positive youth development, peacebuilding programming, and civic engagement; with experience as a Chief of Party, Country Director, Program Director, or Deputy for a donor-funded development project of similar scope and complexity in West Bank / Gaza or the region; USAID experience preferred;
  • Demonstrated effectiveness in developing and maintaining relationships with government officials, ministries, civil society organizations, donors, and donor-funded implementers, with a strong preference for individuals with experience working with both Israeli and Palestinian stakeholders;
  • Knowledge of political, social, and development context of West Bank / Gaza and Israel required;
  • Technical expertise in positive youth development, peacebuilding programming, and civic engagement projects is required, with a strong preference for individuals also with expertise in people-to-people programming;
  • Experience managing donor relationships and reporting requirements required; experience with US government donors and knowledge of USAID policies and procedures strongly preferred;
  • Excellent communication and diplomatic skills, with a professional level of verbal and written fluency in Arabic and English;
  • Proven experience leading inclusive programming that encourages full participation of individuals regardless of gender, disability status, ethnicity, religion, sexual orientation, gender identity or other marginalized status.
