Qualification: B.E./B.Tech in Civil Engineering (M.Tech/Management qualification preferred)
Experience: 15–25 years (with leadership exposure in township/colony development for industrial plants)Role OverviewThe Head – Colony Development will be responsible for conceptualizing, planning, and leading the development of staff housing colonies and townships to support the manufacturing plant's workforce. The role demands strong technical expertise in civil engineering, proven leadership in large-scale housing projects, and the ability to manage contractors, vendors, and internal stakeholders to deliver sustainable, cost-effective, and high-quality housing infrastructure.
Key Responsibilities
Strategic Planning & Leadership
- Define the master plan for housing colony/township development aligned with plant manpower requirements.
- Lead design and planning of residential units, infrastructure (roads, drainage, sewage, electrification, water supply), and community amenities (schools, hospitals, recreation).
- Drive sustainability and cost-efficiency in colony planning and construction.
Project Management
- Lead end-to-end execution of colony development projects, ensuring on-time and within-budget delivery.
- Approve designs, BOQs, cost estimates, and construction methodologies.
- Implement modern project management systems (MS Project, Primavera, ERP tools).
Vendor & Contractor Oversight
- Identify, empanel, and manage contractors, consultants, and vendors for housing/township projects.
- Negotiate contracts, oversee work quality, and monitor compliance with specifications.
- Resolve escalations and ensure timely issue resolution at sites.
Regulatory & Compliance
- Ensure compliance with local building codes, statutory requirements, and environmental norms.
- Liaise with government authorities for clearances and approvals.
Stakeholder Management
- Collaborate with Plant Head, HR/Admin, and senior leadership on housing allocation strategies.
- Maintain strong relationships with local community representatives and authorities.
Post-Development & Maintenance
- Establish governance systems for colony upkeep and infrastructure maintenance.
- Ensure smooth handover of housing units and facilities to operations/HR teams.
Skills & Competencies
- Proven expertise in large-scale housing/colony/township development for industrial or real estate projects.
- Strong knowledge of civil engineering, contracts, project management, and vendor control.
- Deep understanding of building materials (cement, concrete, aggregates, steel, etc.) and construction technology.
- Leadership, decision-making, and stakeholder management skills.
