Role Overview:
The Planning Engineer & Quantity Surveyor at Elsewhere is a key contributor to the successful execution of high-end residential construction projects, combining expertise in project planning and cost management. This role is responsible for preparing accurate cost estimates, managing project budgets, developing and maintaining detailed construction schedules, and optimizing resource allocation to ensure timely and efficient project delivery. Additionally, the position involves overseeing contract administration, procurement processes, risk mitigation, and compliance with regulatory and luxury quality standards. Through a focus on precision, innovation, and operational excellence, the Planning Engineer & QS supports Elsewhere's commitment to delivering modern, design-led residences that redefine luxury living.
Key Responsibilities:
- Cost Estimation & Financial Oversight
- Prepare detailed cost estimates and bills of quantities using technical drawings and project specifications.
- Monitor and control project costs, managing variations and change orders efficiently.
- Ensure financial targets are met without compromising the quality and luxury standards.
- Project Scheduling & Progress Management
- Develop, manage, and maintain end to end construction schedules, from pre-construction through final handover.
- Monitor project timelines and ensure all critical milestones are met.
- Identify and resolve scheduling conflicts or delays proactively.
- Provide clear, regular progress updates and performance reports to stakeholders.
- Process Optimization & Resource Planning
- Analyze and improve construction workflows to eliminate inefficiencies and enhance productivity.
- Plan and optimize the allocation of labor, materials, and equipment to maximize resource efficiency and minimize downtime.
- Contract & Procurement Management
- Draft, review, and manage contracts and subcontracts to ensure legal and regulatory compliance.
- Oversee procurement from tendering to negotiation, selecting contractors based on value, quality, and timelines.
- Risk Management & Value Engineering
- Identify project risks and implement mitigation strategies to prevent delays, cost overruns, and safety issues.
- Drive value engineering to optimize costs and recommend innovative solutions without compromising design intent.
- Documentation & Reporting
- Maintain organized, audit-ready documentation, including contracts, financials, reports, and permits.
- Prepare and share timely reports on project milestones and financial performance.
- Post Construction Evaluation
- Conduct post-project evaluations to assess outcomes and capture lessons learned.
- Recommend improvements to enhance performance and delivery in future projects.
Skills & Qualifications:
- Bachelor's degree in Civil Engineering or Construction Management; postgraduate qualifications in Quantity Surveying or Project Management are a plus.
- 3–8 years of hands-on experience in project planning and cost control, ideally within real estate, infrastructure, or high-end construction projects.
- Proficient in project planning software such as Primavera P6 and MS Project.
- Strong command of cost estimation, budgeting, BOQ preparation, and financial forecasting.
- Solid understanding of contract administration and construction regulations.
- Ability to interpret architectural, structural, and MEP drawings, with expertise in resource planning and risk mitigation.
- Detail-oriented with excellent analytical, communication, and problem-solving skills.
