Director - Finance & Accounts

Position Description:

PopulationCouncil Consulting (PCC) is looking for a Director Finance & Accounts who shall have the overall responsibility for implementing and maintaining internal systems related to Finance &

Accounts and lead accounting practices for day-to-day aspects of financial management. The incumbent will be responsible for ensuring all accounting transactions, allocation of indirect costs, preparation of complete funding proposals, overseeing spendings of project funds, preparation of financial reports to funding agencies, annual financial statements, statutory and legal compliances, and supervision and management of the entire finance and accounting team. S/he

will coordinate with the leadership team to manage/monitor the companys financial management system, reporting to stakeholders and ensuring robust internal financial control system. and work closely with other teams for appropriate functions. This role requires exceptional leadership skills, financial acumen, and the ability to drive business growth and profitability.

Responsibilities:

1. Financial Strategy and Planning: Develop and implement financial strategies, cost proposals in coordination with program teams, establish and maintain robust control systems to ensure accuracy, integrity, and compliance across all financial transactions and reporting to achieve organizational objectives. Lead the annual budgeting process and long-term financial forecasting initiatives.

2. Balance Sheet Management: Oversee the management of the balance sheet, including asset and liability management, cash flow forecasting, and working capital to support timely project delivery and operational sustainability. Ensure alignment with strategic goals and financial objectives.

3. Profit Loss Analysis: Analyze profit and loss statements to identify trends, variances, and opportunities for improvement. Develop strategies to enhance revenue generation, cost efficiency, and profitability. Deliver timely and accurate MIS reports to seniormanagement on a

regular basis.

4. Taxation and Compliance: Manage all aspects of taxation, including corporate tax planning,

compliance, and reporting. Stay updated on tax laws and regulations to ensure compliance and

minimize tax liabilities. Ensure full compliance with statutory, tax, and regulatory requirements to

ensure timely filings.

5. Accounting Management: Oversee all accounting activities, including financial reporting,

general ledger management, accounts payable, and accounts receivable. Ensure accuracy and

integrity of financial data and compliance with accounting standards.

6. Financial Reporting: Prepare and present accurate and timely financial reports, client

invoices, including monthly, quarterly, and annual statements. Provide insights and analysis to

senior management and stakeholders.

7. Vendor Management & Procurement Oversight: Guide the contracts manager to manage

the procurement process for service providers and partners, ensuring transparency and cost- efficiency. Oversee procurement, and vendor relationships to ensure smooth day-to-day operations.

8.Risk Management: Identify, assess, and mitigate financial, operational and reputational risks. Develop risk management strategies and internal controls, and provide inputs on a regular basis

to senior management on financial status, control effectiveness and key risk indicators to protect the organizations financial assets and interests,

9. Team Leadership: Provide leadership, guidance, and mentorship to the finance and accounting team. Foster a culture of collaboration, accountability, innovation, and continuous improvement.

Eligibility Criteria (Education / Experience / Skills):

1. CA with a bachelors degree in finance, Accounting, Business Administration, or a related

discipline.

years of progressive experience in finance and accounting, with a strong focus on balance sheet management, profit and loss analysis, taxation, and financial reporting.

3. Proven experience leading and managing a finance team of 5-7 professionals

4. Strong knowledge of financial principles, taxation laws, and accounting standards.

5. Good communication skills with ability to effectively communicate financial insights and present the companys financial position to senior management.

6. Prior experience working with consulting or professional services organisations is preferred.

7. Excellent analytical, strategic thinking, and problem-solving skills.

8. Advanced proficiency in financial analysis tools and software, with hands-on experience

in ERP and accounting systems (e.g., QuickBooks, Tally, NetSuite, SAP), is preferrable.

9. Multi-tasking experience, including management of administrative processes along with finance & accounts, is preferrable.
