• Minimum Essential (1) Graduation in Computer Science / Information Technology

/ Electronics/ Electronics & Telecommunication Or Equivalent

• Additional Desirable (1) MBA / PMP /CISA or Equivalent

• Additional Desirable (2) Professional Certificate in Software Development /

Telecommunication /Network / IT Security / System Administration. Project

Management certifications, Prince2, ITIL, ISMS , AI/ML .

• Experience:- Minimum of 15+ years of prior work experience, out of which 5 years of

heading the department, leading cross-functional teams in large-scale e-Governance,

Smart City, or public service delivery projects.

• Salary :- Rs.2,26,433/- CTC (PM)

• Age Limit:- Should not be more than 50 yrs

• Nature of Position: - Contractual for period of 3 Years.

Job Description:-

Role Overview:

The Head of Department (HoD) will lead strategy, execution, and governance of ICT, web

development, AI/ML, IoT, and cloud-based digital platforms for citizen-centric services across

government departments. This role requires strong technical and administrative capabilities to

manage digital transformation initiatives, comply with regulatory norms, and guide large

technical teams to achieve timely, secure, and high-quality outcomes.

Key Responsibilities:

Technology Strategy & Delivery

• Lead end-to-end implementation of web portals, mobile apps, cloud-native platforms,

IoT deployments, Smart City solutions, and AI/ML-based public service innovation.

• Architect and supervise development of bespoke, OSS, and hybrid systems using Java,

Microsoft (.NET), open-source tech stacks.

• Implement SDLC best practices, DevOps, CI/CD pipelines, and containerized

deployments using Docker, Kubernetes.

• Leverage data analytics, dashboards, and MLpipelines to drive operational insights and

evidence-based governance.

• Champion emerging technologies including Agentic AI, GenAI, and ML Ops for

intelligent automation of services.

Project & Program Management

• Prepare and review DPRs, SRS, HLDs, LLDs, RFPs, and government tender

documents.

• Lead project budgeting, cost estimation, milestone planning, vendor management, and

contract governance.

• Drive timely delivery of multi-crore government IT projects, ensuring quality,

scalability, and security.

• Enforce compliance with government regulations (UIDAI, DPDP, MEITY, Cert-In,

GFR, etc.) and QMS standards (ISO, CMMI).

Administrative & Governance Oversight

• Ensure adherence to GRs, circulars, government notings, e-Office systems, file

movement protocols, and approval workflows.

• Facilitate documentation, statutory filings, audit trails, approvals, and inter-

departmental coordination.

• Support the MD & COO in establishing robust operational controls, digital policy

implementation, and stakeholder communication.

Team & Stakeholder Leadership

• Lead, mentor, and grow a 25+ member technical team across software engineering,

infrastructure, analytics, and support domains.

• Promote innovation, accountability, and capacity-building through onboarding,

training, and performance evaluation.

• Liaise with government departments, industry partners, and system integrators to align

objectives and deliver value-driven services.

Qualifications:

• B.E./B.Tech/MCA in Computer Science, IT, or related field (Masters degree

preferred).

• At least 15 years of experience in ICT, digital transformation, or e-Governance.

• Minimum 5 years of experience managing large cross-functional teams and leading

government/PSU initiatives.

• Strong foundation in software development (Java/.NET), mobile app development,

cloud platforms (AWS/Azure/GCP), and IT security.

• Knowledge of datacenter/cloud infrastructure, DevSecOps, Kubernetes,

containerization, and modern software engineering practices.

• Familiarity with Indian IT legal and compliance frameworks (MEITY, UIDAI, DPDP,

IT Act, Cert-In guidelines, GFR).

• Proficient in Marathi, Hindi (read/write/speak), and excellent command of English

(spoken/written).

Preferred Certifications:

• Project/Program Management: PMP, PRINCE2, Agile

• Cybersecurity & QMS: ISO 27001, CISSP, CISA

• Cloud/Infrastructure: AWS, Azure, GCP, Kubernetes, Docker

• AI/ML & Analytics: IIT/NUS/ISB or equivalent certification in AI/ML, Data

Analytics, or MLOps
