Senior Consultant

ResponsibilitiesKey Responsibilities:Lead and develop infrastructure master plans, feasibility studies, and investment strategiesConduct land-use-based demand estimation and sizing of wet utility assets, achieving >90% accuracy in preliminary designs Align infrastructure programs with national and regional development goals (e.g., KSA Vision 2030, UAE Urban Planning Guidelines, NWC standards, MEWA standards)Ensure spatial data accuracy and usability for decision-making and help the Team to collaborate on dashboards, analytics and real-time reporting of GIS-related infrastructure detailsPrepare and deliver high-impact presentations and policy briefs to senior stakeholdersHelp the team in managing end-to-end project lifecycle, from project prospect (bidding) to final delivery ensuring timelines by contributing to proposal writing, client pitches, and market intelligence gatheringLead cross-functional teams of 3-to 5 membersAble to work independently with minimum supervision Key Skills:Ability to conceptualize and structure infrastructure programs aligned with KSA and UAE policy and planning standardsKnowledge of infrastructure-related policies, PPP frameworks, and regulatory environments in Middle EastProficiency in analysis of spatial data in terms of interpretation for infrastructure planningExperience in preparing feasibility reports, cost-benefit analysis and financial models is preferredStrong interpersonal and communication skills to engage with government, private sector clientsSkilled in managing multi-disciplinary and multi-linguistic teams Familiarity with integrating data visualization tools into infrastructure advisory workflowsAbility to write compelling proposals, concept notes, and technical documentation for new prospectsStrong qualitative and quantitative analysis skills to support evidence-based decision-makingQualifications Qualifications & Experience: Bachelors/master's degree in Urban Planning, Civil Engineering, Infrastructure Management, or related fieldsMinimum 6-10 years of experience in infrastructure planning, infrastructure advisory, consulting or public sector projectsProven experience in GIS tools, infrastructure strategy, and stakeholder engagementStrong analytical, communication, and project management skills
