Role & responsibilities

1. Environmental Studies & Documentation

  • Conduct feasibility studies for port and infrastructure development projects.
  • Prepare and submit Form I / Terms of Reference (ToR) applications to the Ministry of Environment, Forest and Climate Change (MoEFCC).
  • Identify and coordinate with consultants for Environmental Impact Assessment (EIA) and Environmental Management Plan (EMP) studies.
  • Oversee environmental data collection related to air, water, soil, and biodiversity.
  • Assist consultants in preparing and reviewing EIA reports and related documentation.

2. Regulatory Coordination

  • Coordinate CRZ mapping studies through MoEFCC-authorized agencies.
  • Prepare and assist in CRZ and EC applications to State Coastal Zone Management Authority (CZMA) and MoEFCC.
  • Liaise with the State Pollution Control Board (SPCB) for obtaining Consent to Establish (CTE) and Consent to Operate (CTO).
  • Maintain continuous communication with regulatory authorities to ensure timely clearances.

3. Public Hearings & Stakeholder Engagement

  • Support consultants in preparing presentations and documentation for public hearings.
  • Coordinate with SPCB and local authorities during public consultations.
  • Facilitate stakeholder engagement to ensure community and authority alignment.

4. Clearance & Compliance

  • Obtain CRZ recommendations and environmental clearances from relevant authorities.
  • Conduct post-project environmental monitoring as per EC conditions.
  • Prepare and submit six-monthly environmental compliance reports to the State PCB and Regional Office of MoEFCC.
  • Track and maintain records of all environmental compliance and monitoring reports.

5. Legal & Technical Support

  • Provide technical assistance to the legal team in environmental legal matters, audits, and inspections.
  • Support in addressing environmental litigation, show-cause notices, or compliance queries from authorities.
