Overview:
The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.
CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

WJCF is an Indian not-for-profit entity, registered under Section 8 of the Indian Companies Act 2013, and has an affiliation agreement with the Clinton Health Access Initiative (CHAI). Our mission is to save lives and improve health outcomes in the country by enabling the government and private sector to strengthen and sustain quality health systems. WJCF has partnered with the Ministry of Health & Family Welfare and state health departments since 2007, providing technical and operational support across key health priorities, including infectious diseases (COVID-19, hepatitis, HIV, TB, vector-borne diseases), non-communicable diseases (cervical cancer, diabetes, sickle cell disease), maternal and child health (anaemia, immunisation, diarrhoea, pneumonia), sexual and reproductive health, health insurance and digital health (AB PM-JAY, ABDM), oxygen and hypoxemia management, safe drinking water, and climate and health.

Program Background:
With the objective of reducing maternal, child, and overall mortality from hypoxemia related cases, WJCF, under the guidance of MoHFW and the health departments in its program states, is supporting initiatives to strengthen prevention and diagnosis practices and improve the supply and use of high-quality oxygen services. To that end, the Essential Medicines and Oxygen Access (EM&O2) program focuses on the following key elements:
- Effective planning and strategies to manage oxygen systems and overall hypoxemia management
- Affordable, efficient, and high-quality supply chain systems for essential medicines including oxygen
- Improved clinical administration and technical management of oxygen
- Improved information systems and monitoring for oxygen access
The Program supports the national, state and facility level leadership to strengthen governance structures, ensure optimal availability, maintenance, and upkeep of oxygen assets, strengthen supply chain system to ensure availability and accessibility of essential medicines at primary level and build capacity for management of assets and provision of clinical care. Through this support WJCF expects to ensure prevention, early diagnosis, and timely access to high quality medical oxygen to manage hypoxemia cases, while ensuring adequate preparedness to manage surge of Covid-19 cases or on account of other acute or seasonal respiratory ailments.
Position Summary:
We seek a highly motivated and entrepreneurial individual with outstanding credentials and demonstrated analytical (quantitative and qualitative) and stakeholder management abilities for the role of Program Officer, EM&O2, based out of New Delhi. The Program Officer will work as a part of the National Oxygen PMU at MoHFW (This will be a seconded position in the ministry). The successful candidate must have strong quantitative and analytical skills, excellent verbal and written communication skills, be able to function independently with flexibility in a dynamic and uncertain situation, be self-motivated, and have a strong commitment to excellence. Position duration: 6 months (January 2026 to July 2026)
Responsibilities:
- Collaborate regularly with state nodal officers on behalf of the Ministry of Health and Family Welfare (MoHFW) to ensure effective execution of priorities within the oxygen program.
- Provide analytical support to the Oxygen Program Management Unit (PMU) by analyzing data and translating key insights into clear, impactful presentations for senior government stakeholders.
- Develop and distribute tools to support long-term planning and sustainability of oxygen systems, including demand forecasting models, cost frameworks, and other relevant resources.
- Create and manage various program documents such as presentations, work plans, roadmaps, budgets, reports, proposals, articles, and other materials for both ongoing and new program areas.
- Support capacity-building initiatives for technical staff, including sharing training modules, IEC materials, and implementation strategies to ensure effective management of oxygen systems in health facilities.
- Developing data dashboards and building capacity for centralized monitoring of oxygen supply infrastructure
- Supporting any other priorities related to strengthening medical oxygen systems and hypoxemia management
- Any additional responsibilities as assigned by the program supervisor.
Qualifications:
- Bachelor's degree or higher in public health, statistics, engineering, development studies, or related fields.
- Minimum of 5 years of relevant work experience in the implementation of programs related to public health, public policy/administration, or allied areas.
- Demonstrated success in project management, developing relationships, and coordinating various stakeholders/interests.
- Ability to navigate complex processes and influence decision-making in a professional and collaborative manner.
- Excellent oral and written communication skills in English and Hindi, including the ability to create persuasive presentations and written reports.
- High emotional intelligence, patience, and thoughtfulness even in high-pressure, stressful situations.
- Ability to work independently, prioritize, and handle multiple tasks simultaneously.
- Experience working with government stakeholders and familiarity with the Indian public health system/social impact sector will be a plus.
