I. Pre-Construction & Planning Phase:
- Understanding Contracts: Thoroughly review and understand all contractual terms, conditions, payment clauses, and billing milestones for each project. This includes understanding the Bill of Quantities (BOQ), tender documents, and specifications.
- Rate Analysis: Analyze and verify the rates quoted in the BOQ against market rates and actual costs to ensure profitability and competitiveness.
- Budgeting & Cost Estimation Support: Assist in preparing initial project budgets and cost estimates by providing accurate data on material, labor, and other associated costs.
- Payment Schedule Preparation: Collaborate with the project manager to prepare detailed payment schedules based on project milestones and contract terms.
II. During Construction Phase (Core Responsibilities):
- Measurement & Quantity Surveying:
- Conduct regular site visits to measure and verify quantities of work executed.
- Prepare detailed measurement sheets (M-books) for all executed works, ensuring accuracy and adherence to specifications.
- Cross-check measurements with site engineers and project managers.
- Maintain a clear record of all variations, extra items, and deductions.
- Billing Preparation & Submission:
- Prepare interim payment applications (running bills) for clients/consultants as per contract terms and agreed payment cycles.
- Prepare final bills upon project completion.
- Ensure all supporting documents (measurement sheets, work orders, material delivery challans, quality test reports, etc.) are attached with the bills.
- Scrutinize and reconcile contractor/subcontractor bills.
- Prepare client invoices accurately and in a timely manner.
- Variation & Claim Management:
- Identify, quantify, and prepare claims for variations (changes in scope, design, or quantities) and extra items not covered in the original contract.
- Prepare justifications and supporting documentation for all claims.
- Negotiate with clients/consultants for the approval of variations and claims.
- Payment Follow-up & Collection:
- Regularly follow up with clients/consultants for timely approval and release of payments.
- Resolve any billing-related queries or discrepancies raised by clients.
- Subcontractor & Supplier Billing Management:
- Process and verify bills from subcontractors and suppliers, ensuring they align with work executed and material supplied.
- Reconcile accounts with subcontractors and suppliers.
- Prepare payment certificates for subcontractors and suppliers.
- Record Keeping & Documentation:
- Maintain comprehensive and organized records of all billing-related documents, including contracts, work orders, measurement sheets, bills, payment receipts, and correspondence.
- Ensure proper archiving of project financial documents.
- Reporting:
- Prepare regular reports on billing status, outstanding payments, and cash flow projections for management.
- Provide financial data and analysis to assist in project monitoring and control.
III. Post-Construction & Project Close-out:
- Final Bill Settlement: Prepare and finalize the last billing statement for the project, ensuring all outstanding amounts are reconciled and settled.
- Retention Release: Monitor and facilitate the release of retention money as per contract terms.
- Defect Liability Period Billing (if applicable): Manage any billing requirements related to the defect liability period.
IV. General Responsibilities:
- Software Proficiency: Proficiently use billing and accounting software (e.g., SAP, ERP systems, specific construction billing software) and MS Office suite (especially Excel).
- Communication: Maintain effective communication with project managers, site engineers, clients, consultants, and subcontractors regarding all billing matters.
- Compliance: Ensure all billing activities comply with company policies, statutory regulations, and contractual obligations.
- Problem Solving: Proactively identify and resolve billing discrepancies, disputes, and issues.
- Continuous Improvement: Suggest and implement improvements in billing processes to enhance efficiency and accuracy.
- Team Collaboration: Work closely with the project management team, procurement team, and accounts department.
