About the Project: To assist the National AIDS Control Program achieve 95 – 95 – 95 targets, the President's Emergency Plan for AIDS Relief (PEPFAR) along with US Centres for Disease Control and Prevention (CDC) India has been entrusted the responsibility of improving lifesaving HIV treatment activities, enhancing HIV case finding and providing critical HIV services in PEPFAR geographies in India. One such initiative is Project Sashakt implemented by PATH, which supports the National and State AIDS Control Program in Northeast (Manipur, Nagaland and Mizoram).
Objectives of the Assignment
To address the high burden of HIV among high-risk groups, including key populations (KP), through people-centered service delivery, and building on existing efforts while embracing innovation in treatment initiation and continuity, and viral load (VL) suppression through catalytic activities is a need. Team Lead - Treatment will be responsible for ensuring client-centered integrated HIV treatment services by providing technical assistance to the NE SACS to strengthen the HIV treatment cascade.
Key Responsibilities:
Team Lead will support the HIV treatment vertical to achieve project objectives and targets by focusing on (but not limited to) achievement of the following results:
Lead and provide guidance to all treatment related interventions in NE
Lead and provide guidance in preparation, implementation, and review of annual work plans; Assess progress and make necessary changes, wherever necessary, at regular intervals
Provide technical support to the PATH state teams in the implementation of work plan.
Coordinate with SACS for all treatment activities
Support development and review of products and materials developed for program implementation
Provide clinical advise and support for special treatment interventions such as DSD models, e-initiation, Tele-SACEP, teleconsultations Special DLS, and others as required from time to time
Lead communication on treatment portfolio with NACO, State AIDS Control Societies (SACS) and Centres of Excellence (CoEs) on regular basis.
Liaison with the U.S. Centre for Disease Control (CDC) and other stake holders, for reporting and all other purposes, as needed.
Directly supervise and support NE treatment key staff and delegate responsibilities appropriately to optimize efficiency and achieve desired outcomes.
Develop a capacity building strategy in consultation with the technical specialists and the state coordinators and organize training programs/workshops.
Coordinate with the SI team for data analysis and supporting the data requirements of SACS, CDC, and key stakeholders.
Coordinate the reporting requirements of NACO, SACS, CDC, and PATH
Participate in the SACS level review mechanism and provide strategic inputs for better implementation of NACP
Prepare annual human resources projections for treatment activities aligned with current programmatic obligations.
Lead and ensure thematic orientation to all new staff.
Any other task assigned by the reporting manager.
Required Qualifications
Preferably MBBS/AYUSH degree; and /or MPH/MBA
Minimum 8 years' experience on working in HIV/AIDS prevention program at state/ national level.
Should have knowledge of ART care and treatment.
Should have prior experience of program implementation and capacity building.
Should have good operational and coordination experience of working with state/district health departments.
Computer knowledge and proficiency in English and local language.
Should be a team player.
Ability to work in a fast-paced environment and under pressure from tight deadlines.
Self-starter, adaptable and able to work as part of a cross-cutting and multi-cultural team.
Open to travel to project sites for extended periods if required.
