We are dedicated to solving the structural barriers in overseas mobility by serving as an ecosystem enabler bringing together governments, businesses, and non-profits to create an enabling environment for circular mobility.

Our priority areas include developing high-impact overseas mobility corridors, aligning accreditation of prospective Indian workers to global standards for key job roles and destinations, unlocking financial support for workers, and strengthening worker welfare and protection. By facilitating international mobility pathways through strategic public-private partnerships, GATI aims to enable seamless and responsible mobility, driving both individual prosperity and national economic growth.

Role Overview

We are seeking a Program Manager / Senior Program Associate to design and support campaigns and mobilization programs that promote overseas mobility pathways from the state of Odisha. The role benefits from prior experience in working with government systems, skilling institutions, and community networks, along with an ability to design and execute structured outreach programs.The individual would be expected to work closely with senior stakeholders across government, helping design clear execution pathways, employing strong reasoning and analytical skills.

This is an opportunity for a professional with 35 years' experience who would be keen to contribute to India's position as a trusted global mobility partner. We are looking for individuals who are passionate about building sustainable livelihoods and creating opportunities for all.

You will ensure that meetings, communication, and partnership processes are well-prepared, aligned, and executed, thereby enabling the Odisha State Lead to focus on high-level strategy and relationship building. You would also be expected to work closely with the central GATI team to ensure timely delivery of updates.

Key Responsibilities

• Partner with state departments and district leaders to roll out talent mobilization programs.
  
• Map district-wise talent pools and link them to global employment opportunities.
  
• Design creative, culturally resonant campaigns that inspire youth and families to see overseas mobility as an aspirational pathway.
• Pilot new skilling models and bring fresh ideas to prepare talent for global demand.
  
• Track progress, share learnings, and help scale successful models across states.
  
• Coordinate with private, non-government, and other stakeholders for driving programs

Candidate Profile

- 35 years' experience in government partnerships, development sector programs, livelihoods, or skilling initiatives.
- Strong ability to navigate state/district government machinery and community networks.
- You thrive in the field working with youth, training centers, and community networks excites you.
- You are energetic, process-driven, and entrepreneurial, with strong communication skills.
- You are pro-active in planning your work
- Open to traveling extensively across districts you see the field as your workplace.
- Proficiency in Odia preferred, though not mandatory.
