Purpose of the role  

The Financial Crime (FC) function is a Second line of defence (LOD) function that includes "Risk Stewards" who are independent of the commercial risk-taking activities undertaken by the Group's businesses (also referred to as "the First LOD"). The Financial Crime Function also operates a set of critical controls on behalf of the Group's businesses (FLOD) by harnessing intelligence, analytics, technology, detection and investigation. The Risk Stewards are responsible for reviewing and challenging all the activities of the First LOD to ensure that, as "Risk Owners", they effectively manage the financial crime risk inherent in, or arising from, the conduct of their activities and for which they are responsible. Financial crime risk is a non-financial risk that includes fraud, money laundering, bribery and corruption, sanctions violations, terrorist financing, proliferation financing, export control violations and tax evasion. The Financial Crime function operates in accordance with HSBC Group's Risk Management Framework (RMF).

The Customer Monitoring Deployment Support Manager is part of the Customer Monitoring Sub Value Stream reporting to the CM Deployment Support Senior Manager. The role holder will be responsible for conducting of activities to evidence Customer Monitoring Solutions have been designed effectively to address 'Financial Crime Risk' as we transition to use of the DRA globally and and prior to the adpotion of Customer Monitoring enhancements where the model is already  live. Critical to the success of the role will be collaboration across the Customer Monitoring Sub Value Stream to ensure adherance to the  FC Detection DRA framework, infrastructure and that capabiltiies are in place meet stakeholders requirements and needs.

In the role of CM Deployment Support Manager your responsibilities include, but are not limited to:

Play a key role in executing activities that ensure the DRA can be deployed at pace to new markets across the Group.Support the on-going development of Customer Monitoring capabilities in-order-to improve it's management of financial crime risk.Working collaboratively with a wide range of stakeholders to ensure the DRA continues to be optimised to identify financial crime in validated typologies and to close any potential risk coverage gapsProvide subject matter expertise on Customer Monitoring potential capability to identify Financial Crime Risk throughout model development and deploymentAct as point of contact for CM Deployment Support activities across the Customer Monitoring sub-value and wider FC Detection & Investigations value streamActively contribue to Customer Monitoring sub-value stream's meetings and Project Working Groups to provide key updates and escalate issues as ensure deliveriables are achieved

In this role, you will:

Impact on the Business

Identify appropriate referrals for action, and effecting of such in accordance with procedural standards.Excalation of any identified gaps to the appropriate governance forum for considerationProvide insight and SME knowledge contributing to the improvement of Customer MonitoringSupports strategies and initiatives in support of FC Detection objectives and ensure the effective execution of CM Deployment Support processes within Customer Monitoring SVS.

Manage relationships with key internal stakeholders across Group functions, lines of business, regions, and countries.Collaborate and align closely with FC Digital Enablement, Investigations and Detection

Work effectively and professionally with team mates and colleagues across the Customer Monitoring sub value stream and the wider organization.Build on the knowledge of latest financial crime trends. Actively seeks out, shares and encourages the adoption of best practice within and across teams.Provide support for Customer Monitoring deployment aligned to Financial Crime, Compliance, and Group activities

Operational Effectiveness and Control

Resolve any / all identified issues promptly and escalate concerns to management as appropriate to ensure timely awareness of any material concerns.Maintain and observe all HSBC control standards and implement relevant policies, including the timely implementation of recommendations made by internal / external auditors and external regulators.Exercise a commercially aware and fiscally responsible approach in terms of the resourcing, costs, and spend.

Management of Risk

The role holder will continually reassess the operational risks associated with the role and inherent in the business, taking account of changing financial crime threats, geopolitical, economic or market conditions, legal and regulatory requirements, operating procedures and practices, management restructuring, and the impact of new technology.The role holder will ensure the fair treatment of our customers is at the heart of everything we do, both personally and as an organisation.

Observation of Internal Controls

The jobholder will also adhere to and be able to demonstrate adherence to internal controls and to all relevant procedures, keeping appropriate records and, where necessary, by the timely implementation of internal and external audit points, including issues raised by external regulators.The jobholder will implement the Regulatory and Bank's compliance policy by containing compliance risk in liaison with Group and regional Compliance functions. The term 'compliance' embraces all relevant financial services laws, rules and codes with which the business has to comply.

Major Challenges

HSBC is an extremely diverse business with significant geographical spread and activities that span a universal banking model, including continuing to innovate to keep abreast of changes in financial services markets globally.  Such activity is in an increasingly regulated and complex global environment with often little consistency between laws and regulations in different jurisdictions and regulators taking a far more proactive approach in ensuring local compliance with their requirements and imposing increasingly stringent sanctions for breaches.

Role Context

The role holder has accountability for standard setting and specialist capabilities in relation to the CM  Deployment Support. The role requires working closely with Group and Regional FC Detection teams.

To be successful you will:

Financial Crime Subject Matter Expert with strong knowledge of Financial Crime Investigations and financial crime risk indicators.Experience with transaction monitoring and associated systems and case management systems (Universal Case Management (UCM))Proven high quality spoken and written communication skills with the ability to draft written summaries and communicate conclusions effectively, in a clear, concise and professional manner.Strong critical thinking, problem solving and analytical skills. Ability to make informed risk-based decisions and support with robust supporting rationale.Strong data analysis skills and the ability to evaluate information gathered from multiple sources and translate it into easy to understand language.Ability to work independently, as well as collaboratively with colleagues and broader stakeholders within a cross-border and LoB matrix organisation.A motivated self-starter who has the ability to work effectively alone and under pressure.Capable of picking up, and applying, new ideas/concepts quickly with positive 'can do' attitude.

Desirable

Prior DRA Investigations experience.Working understanding of MS Excel would benefit the role holder
