Job Purpose
To ensure procurement of land as per land acquisition plan at optimized rates while ensuring transparency in entire process. To support plant team with legal opinions on various matters and coordinate with advocates for favorable decisions on company behalf by following up and coordinating for legal cases in various courts.

Job Context & Major Challenges
Job Context: - UltraTech Cement Ltd. is the largest manufacturer of grey cement, Ready Mix Concrete (RMC) and white cement in India. The Company has a consolidated capacity of Million Tonnes Per Annum (MTPA) of grey cement. UltraTech has 23 integrated manufacturing units, 29 grinding units, one Clinkerisation unit and 8 Bulk Packaging Terminals.

Maihar Cement Works is a modern cement plant with a high level of automation, computer-aided data acquisition & sophisticated control system, which ensures quality at every stage of production. The Unit is strategically located at Sarlanagar at a distance of about 8 Kms from the town of Maihar on Maihar-Dhanwahi Road in Satna District of Madhya Pradesh. About 45 Kms South-East of Satna, a hub of Cement Industries in India. Maihar is situated at the Main Railway line of Howrah-Mumbai. It is one of the famous dots in the mythological map of India and also regarded as the abode of Goddess Sharda.

The Unit has a clinker production capacity of 3.0 MTPA, Cement Production capacity of 4.2 MTPA & manufactures OPC 43, OPC 53 & PPC grade of cement with Environment clearance for cement production capacity enhancement to 6.0 MTPA. Unit also has a solar power plant of installed capacity 12.5 MW DC / 8.75 MW AC and is equipped with the latest technology & equipment's. The Normal Power requirement of the Unit is about 47.5 MW which is being met through our two nos. TPP of a total capacity of 2 x 15.7 MW. We have also a contract demand of 22 MVA with MPPKVVCL.

The focus area for Job holder is to ensure procurement of required quantity of land as per land acquisition planning for mines and plant expansion. To negotiate with land owners on rates and coordinating with government officials for land documentation purposes. The position holder is also required to coordinate with companies advocate in various courts for legal matters and take their opinion on different subjects as per plant requirement. The position is also responsible for providing timely and accurate information to Management for taking strategic decisions, co-ordination with other technical, commercial, Admin and Mines departments for day to day operations and effective planning of plant operations.

  • On time availability of funds to close the land deals is a challenge due to time required in getting various approvals and funds
  • To achieve land procurement target of the Unit required for land expansion and mines purposes.
  • UTCL is India's no 1 cement manufacturing company and this built ups an expectation from land owner and it is difficult to negotiate on favorable rates.
  • To transfer existing land records from CTIL to UTCL Names
  • To reduce number of Court cases & quicker settlement of land disputes.

KRA1 Land Acquisition – Mines Lease 1. Compiling and preparing land procurement plan.

  • Coordinating with user department for land selection in Mines Lease area.
  • Following up with land owners and checking documentation and legal status of the ownership
  • Discussion on rates with land owner and agreeing him on sale of the land.
  • Finalization of land rates from Plant Land subcommittee and Plant land committee.

KRA2 Land Acquisition – Plant land / Railway Siding / CA Land 1. Ensuring no encroachment on allotted land.

  • Timely payments of lease land.
  • Process for allotment of forest land surrounding plant area as per business requirement.
  • Identifying CA Land
  • Obtaining suitability report for CA Land, Search report of land to check ownership, rate negotiation, sale deed execution, mutation of CA land. Taking possession of land and handing over to Forest / District Administration Department.
  • Obtaining notification from Government to allot required / identified forest land

KRA3 Legal matter related to land 1. Follow up pending legal cases with various courts.

  • Drafting agreements, notice/ replies and police FIR related to land and legal work.
  • Follow up with legal experts and obtain opinion as per requirement of the case.
  • Attending court cases as and when required.
  • Timely updating management on critical cases
  • Timely Updation of Roznama software

KRA4 MIS and Reports - Preparation land and legal MIS.

  • Timely submission of HR Scorecard and Dashboard data
  • Preparing management presentations
  • Ensuring timely Updation of data in various software's like Compliance manager/ Roznama
  • Preparing approval notes for fund requirement while using various approval software's like jiffy and I Approve.
  • Felicitating internal and external audits, producing documents as required by team.
  • Working on non-conformities to ensure 100% compliances to system and compliances.
  • Timely submission of water cess

KRA5 Focus on SHE (Safety, Health & Environment) along with Sustainability initiatives 1.Ensuring 100% compliance of all safety standards and all applicable recommendations related to section

  • Build strong believe and adherence among team about "I know my job", "I know the hazards associated with my job and I applied control measures" & "I escalate to my senior" among manpower deployed in sections/department manpower including peer, O&S, WB & CL manpower
  • Ensure strict compliance of procedures in routine jobs and Adhering of all safety precautions on the site and off the site
  • Timely conducting self and team scheduled SO round and reporting of accidents, incidents and near misses on occurrences in section head in system
  • To ensure daily Tool Box Talk and deliberating on safety incident or knowledge sharing
  • Active participation in safety training, safety sub committees, standard champions meeting and any safety event by self and team
  • Ensure that there is no waste of power in section, no leakage of water, oil, air etc. and time to time auditing and rechecking such areas for timely action

KRA7 System Management: -

(Implementing & monitoring effective execution of IMS and other systems in the Section for overall improvements towards productivity and creating safe work culture) 1. To plan & execute timely ABOEF process activities in respective Section like 5S, BCE, hygiene, Model area, illumination, good maintenance practices, visual & Lubrication management, QCDIPSHE performance, Kaizen, OPL, improvement projects etc. for internal customer satisfaction.

  • Review procedure requirements & recommend amendments for continuous improvement.
  • Actively taking lead in meetings for implementation good practices in improving associated KFA and GRT performance and carry out internal audits to ensure effective implementation of systems
  • To inculcate team for reducing repetitive nature problem, training other on tacit knowledge, adapting new technology, bring kaizen & improvement projects, adherence & develop preservation SOP's.
  • Ensure proper implementation of IMS standards by timely Updation of documents & control, reviewing standards requirements, taking corrective & preventive action against findings internal and external audit/assessments finding for timely closure for 100% compliance.
  • Develop Area owner ship culture.
