Utility Piping Tender Estimation & Costing Engineer

Job Purpose

To prepare precise, competitive, and compliant cost estimates for utility piping projects, ensuring adherence to project specifications, industry standards, and company procedures, while managing the tendering process from initial inquiry through final submission.

Key Responsibilities

Tender Review & Analysis

  • Study tender documents, BOQs, P&IDs, GA drawings, and technical specifications for utility piping works.
  • Identify scope, exclusions, clarifications, and commercial/technical risks.

Estimation & Costing

  • Prepare detailed cost estimates for various utility piping systems, including:
  • Chilled water piping systems.
  • Compressed air piping networks.
  • Steam and condensate piping.
  • RO, drinking, raw water, flushing, and cooling water systems.
  • Obtain and evaluate quotations from suppliers and subcontractors.
  • Calculate material quantities, labour hours, fabrication, erection, testing, and commissioning costs.
  • Factor in equipment, overhead, and project-specific indirect costs.

Technical Compliance

  • Ensure estimates are in compliance with relevant IS, ASME, ASTM, API, and other applicable codes.
  • Coordinate with design engineers for technical feasibility and constructability reviews.

Documentation & Submission

  • Prepare complete tender packages including both technical and commercial offers.
  • Develop BOQs, cost breakdown sheets, and supporting documentation for client submission.

Coordination & Communication

  • Liaise with procurement, engineering, QA/QC, and site execution teams for input and validation.
  • Interface with clients and consultants for clarifications during bidding.

Post-Bid Support

  • Participate in client negotiation meetings.
  • Prepare revised estimates or cost optimization proposals when required.

Qualifications & Skills

Education:
Diploma / B.Tech / BE in Mechanical Engineering or Industrial Engineering.

Experience:
3–7 years in estimation and costing for industrial utility piping works.

Technical Knowledge:

  • Experience with design, fabrication, and installation of utility piping systems.
  • Familiarity with IS, ASME B31.3, ASTM, API, and other relevant codes.
  • Knowledge of welding, NDT, and QA/QC processes related to piping.

Skills:

  • Advanced proficiency in MS Excel and estimation software.
  • Strong analytical and numerical skills.
  • Good communication, vendor negotiation, and team coordination abilities.

  • Ability to work under tight tender deadlines.
  • Strong vendor network for obtaining competitive rates.
  • Proactive problem-solving in cost and design challenges.
