Role & responsibilities

Job Summary:

We are seeking a highly skilled and experienced Quantity Surveyor & Billing Engineer with a strong background in subcontractor billing and client billing within Water Supply and Irrigation Infrastructure projects. The ideal candidate should have hands-on expertise in project quantity estimation, cost control, billing, BOQ preparation, and verification of site work execution as per technical specifications.

Key Responsibilities:

1. Quantity Surveying:

  • Prepare and review Bill of Quantities (BOQ) based on drawings, specifications, and site conditions.
  • Conduct regular quantity take-offs from IFC/As-built drawings.
  • Validate and update quantities as per field/site conditions.
  • Assist in the preparation of cost estimates, rate analysis, and cost control reports.

2. Billing & Documentation:

  • Prepare and process Sub-contractor Bills based on actual site progress, contract terms, and measurements.
  • Generate and manage Client Bills with complete supporting documentation, ensuring compliance with contractual obligations.
  • Coordinate with the site team to ensure timely certification of executed works.
  • Maintain billing logs, reconciliation statements, and measurement sheets (MBs).

3. Contracts & Coordination:

  • Interpret and implement contractual clauses related to payments, claims, and variations.
  • Prepare and submit Variation Orders (VO) and Claims with all supporting documents.
  • Liaise with project managers, site engineers, clients, and subcontractors to resolve billing and quantity issues.
  • Support project management in contract administration and billing cycles.

4. Project Specific Responsibilities:

  • Specialized knowledge in Water Supply Pipelines, Pump Houses, WTPs (Water Treatment Plants), Intake Wells, and Irrigation Canals.
  • Familiarity with HDPE, DI, and MS pipeline material billing norms and specifications.
  • Track progress of pipeline laying, chamber construction, road crossing, etc., with respect to billing and verification.
