About the Role

We are seeking an accomplished professional to lead the end-to-end development, construction, and commissioning of a new Single Point Mooring (SPM) system. The incumbent will be responsible for project planning, engineering coordination, procurement, offshore installation, testing, and final commissioning, ensuring full compliance with international standards and company objectives.

This is a leadership role involving complete project ownership from concept and design validation to offshore execution, testing, and final handover to the operations team.

Key Responsibilities

• Provide strategic leadership and technical direction for the design, construction, installation, and commissioning of the new SPM system (buoy, hoses, PLEM, subsea pipeline, and associated facilities).
• Manage the EPCI (Engineering, Procurement, Construction & Installation) process in coordination with contractors, vendors, and consultants.
• Review engineering deliverables, project specifications, drawings, and mooring analyses.
• Lead fabrication and offshore installation works, ensuring adherence to project schedule, budget, and quality requirements.
• Supervise pre-commissioning, testing, and commissioning activities leading to operational readiness.
• Ensure full HSE compliance, risk management, and adherence to OCIMF, API, and ISO standards.
• Drive contractor performance, project controls, and interface management among engineering, marine, and operations teams.
• Prepare and present project progress reports, budgets, and forecasts to senior management and stakeholders.
• Coordinate with classification societies, marine authorities, and regulatory agencies during all project stages.
• Lead the handover process to the operations and maintenance team after successful commissioning.

Desired Profile

• 15+ years of total experience in oil & gas or offshore terminal projects.
• Minimum 1012 years of relevant experience in SPM / SBM / offshore terminal construction and commissioning.
• Proven record of leading full-cycle offshore projects (from engineering through installation and commissioning).
• Strong knowledge of offshore construction methodologies, mooring systems, subsea pipelines, and marine interface management.
• Familiar with API RP 2SK, OCIMF, ISGOTT, ISO 13628, and related industry standards.
• Experience managing EPC contractors, marine spread operations, and multi-disciplinary engineering teams.
• Offshore survival (BOSIET) and advanced HSE certifications preferred.
