Marine HSEQ Manager, DPA

Job Location – Mumbai

Position Summary:

The Marine QHSE Manager / DPA is responsible for overseeing and ensuring the effective implementation of the company's Safety Management System (SMS) in compliance with ISM Code, ISPS Code, MLC 2006, and relevant flag state, class, and international regulations. The role involves managing Quality, Health, Safety, Security, and Environmental (QHSE) systems across the company's offshore support vessels and bulk carrier fleet, ensuring safe operations, continual improvement, and full regulatory compliance.

Key Responsibilities:

1. Safety Management & Compliance

· Serve as the Designated Person Ashore (DPA) as per the ISM Code, ensuring the safe operation of vessels and providing a direct link between ship and shore management.

· Ensure full implementation, monitoring, and continual improvement of the company's Safety Management System (SMS).

· Conduct periodic ISM/ISPS/MLC internal audits, vessel inspections, and management reviews.

· Monitor compliance with international conventions (SOLAS, MARPOL, STCW, MLC, ISPS), flag state, and class requirements.

· Review and update the company's policies, manuals, and procedures in line with changing regulations and best practices.

2. Incident & Risk Management

· Lead investigations of accidents, incidents, and near misses, ensuring root cause analysis and implementation of corrective/preventive actions and fleet-wide learning

· Develop and maintain a risk assessment and risk control framework for fleet operations.

· Track incident trends and propose proactive measures to enhance safety performance.

3. QHSE Systems Management

· Oversee implementation of ISO 9001, ISO 14001, ISO 45001, and ISO 50001 standards where applicable.

· Coordinate QHSE objectives, KPIs, and annual improvement plans.

· Manage documentation, audits, and certification renewals for ISM, ISPS, and MLC.

· Ensure compliance with ISM, MLC, ISO standards, and client-specific requirements.

· Monitor regulatory developments and support proactive compliance.

· Ensure environmental compliance, including waste management, ballast water management, and energy efficiency measures.

· Manage and coordinate vessel and office audits, inspections, and vetting processes.

· Drive safety culture and continuous improvement initiatives across the Business Unit.

4. Vessel & Crew Support

· Liaise closely with Masters, Chief Engineers, and offshore installation managers to ensure adherence to QHSE procedures.

· Support Masters in implementing safety drills, safety committee meetings, and onboard training programs.

· Oversee emergency preparedness, drills, and shore-based response systems.

· Promote a strong safety culture and ensure effective crew competency and awareness of QHSE policies.

· Ensure effective communication and cooperation between ship and shore teams.

5. External Coordination

· Act as primary contact for flag state authorities, classification societies, port state control, third-party inspectors, and clients for QHSE-related matters.

· Coordinate third-party audits (PSC, TPI, OCIMF-OVID, client audits) and ensure timely close-out of findings.

Qualifications:

• Higher education in maritime studies or equivalent experience as a Master Mariner, Chief Engineer (FG) with relevant shore-based experience.
• 5-7 years' experience in in the role of QHSE Manager and who has acted as DPA and CSO.
• Strong knowledge of the ISM Code, ISO 9001/14001 & 45001, and other maritime regulations.
• Proven track record in audits, vetting, and high-severity incident investigations.
• Fluent in written and spoken English.
• Strong interpersonal and communication skills, with the ability to work independently and collaboratively.
