SAMS is collaborating with NI to provide Human Resources, Administrative and Programmatic support services in implementation of Rice Fortification Program in West Bengal, India.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

Under the guidance and supervision of the Program Manager (State Technical Consultant-Team Leader) and State Monitoring Officer (Food Technologist) in alignment with Govt. of West Bengal, key duties and responsibilities of the District Level Officer at district will include the following:

(1) Undertake visits to the designated numbers of Fair Price Shops (FPS), Warehouse, Anganwadi Centers (AWCs), Rice mills and households per district to assess the level of program implementation and identify technical as well as ground level challenges that need to be addressed. These numbers and points of data collection may vary as per the requirements of the program and shall be communicated. This data must be collected by using the comprehensive checklist/program monitoring applications developed by NI during their field visits;

(2) Provide support in the collection and testing of FRK and fortified rice samples;

(3) Assess existing laboratory infrastructure in the district in identifying gaps;

(4) Capacitate the existing laboratory technicians to build local capacity;

(5) Institutionalize QA/QC mechanism in the districts;

(6) Capacitate the stakeholders on sampling guidelines and testing protocols;

(7) Support state laboratory in monthly/quarterly inspection and certification, handling the compliance of FSSAI certification as well as filling up mandatory formats/registers by rice miller;

(8) Participate in planning and review meetings of relevant departments (Food & Supplies, Health, WCD, and Rural development) of district and block level and support for improving the awareness on the benefits of fortified rice;

(9) Participate in meetings of review committees at block and district level;

(10) Validate data generated at district office with MIS portal from district level;

(11) Participate in meetings of Food and Civil supplies department at district and block levels and share findings of monthly monitoring and raise technical points to improve rice fortification program implementation;

(12) Analyze the monitoring data and share findings with concerned districts officials on monthly basis for taking corrective actions;

(13) Undertake supportive supervisory visit to rice mills in districts to ensure compliance to state and GoI guidelines;

(14) Coordinate with the state monitoring officer and provide the relevant data and support in alignment with the officers scope of work;

(15) Any other specific task assigned by state PMU/ Nutrition International. The scope of work is subjected to modification based on the evolving needs of the program and the governments requirements.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:

Degree in Statistics/ Social Science/ Nutrition/ Public Health/ Developmental Science or another related field from a recognized University.

Experience, Skills and Competencies:

(1)Must have a minimum of 1-2 years of experience working in a public health program/social safety net program/ food fortification/ food safety, or nutrition program.

(2) Excellent computer skills including MS Office applications (high proficiency expected with Excel and PowerPoint);

(3) Familiar with digital data collection and visualization systems such as kobo-toolbox, Open Data Kit, MS form and Google Form;

(4) Skills in basic data analysis, program monitoring and developing presentations to present data-driven trends;

(5) Strong analytical ability and capability to synthesis and organize large volume of information;

(6) Proficient in the use of basic Microsoft Excel utilities data visualization graphs, filtering, validation of data checks;

(7) Must be fluent in Bengali and English in speaking, reading and writing; knowledge of Hindi would be an advantage.

5. COMPENSATION OFFERED:

Gross compensation for this position could be up to a maximum of Rs. 30,000/- per month depending on the required skills and experience. The compensation will be subject to withholding of taxes, as applicable.

6. NATURE OF ENGAGEMENT:

The selected candidate shall be appointed as Full time Consultant for fixed term assignment with Strategic Alliance Management Services Pvt. Ltd. (SAMS). The initial contract shall be till March 2025, and is further renewable based on satisfactory performance, program relevance and availability of resources.
