Senior Estimation & Cost Control Engineer
Role Purpose
The Senior Estimation & Cost Control Engineer is responsible for preparing accurate project cost estimates, monitoring project budgets, and controlling expenditures to ensure projects are delivered within approved cost and resource parameters. The role supports management in decision-making by providing reliable cost data, forecasts, and variance analyses.
Key Responsibilities
Estimation
Prepare accurate cost estimates for tenders, proposals, and on-going projects based on scope, drawings, and specifications.
Review tender documents and identify commercial and technical requirements.
Request and evaluate quotations from suppliers and subcontractors to support cost estimates.
Conduct cost breakdowns and pricing analyses to ensure competitiveness and accuracy.
Analyze risks, assumptions, and exclusions in estimates, highlighting them to management.
Prepare technical and commercial proposals in line with company policies.
Assist in negotiating with suppliers and subcontractors during bid finalization.
Cost Control
Develop project budgets and cash flow forecasts based on approved estimates.
Prepare project budget and handover report to project team.
Monitor actual project costs against budgets and forecasts, identifying variances and recommending corrective actions.
Maintain and update a cost database, including historical pricing, productivity rates, and vendor rates.
Review and verify invoices, change orders, and claims against budget.
Support project resource planning and allocation.
Provide commercial input and support to project change orders and contract variations.
Participate in risk assessments to identify financial impacts and mitigation strategies.
Reporting & Coordination
Prepare detailed cost reports, earned value analysis, and forecasting updates for management.
Prepare budget tracking tools and cash flow forecasts for management review.
Collaborate with engineering, procurement, and project teams to gather data for costing and planning.
Provide management with regular updates on cost status, risks, and opportunities.
Support internal audits and cost reviews, ensuring transparency and accountability.
Contribute to continuous improvement in estimation and cost control processes.
Qualifications & Skills
Bachelor's Degree in Engineering, Quantity Surveying, or related field.
Certification in Cost Engineering or Estimation (preferred).
Minimum 7–10 years' experience in estimation and cost control, preferably in construction / fabrication / pipeline projects.
Strong knowledge of estimation methodologies, project cost control principles, and financial reporting.
Proficiency in MS Excel, Primavera P6, cost control software, and ERP systems.
Familiarity with standard pricing databases, estimation software, BOQs, and scope of works.
Strong negotiation, analytical, and communication skills.
Ability to work under pressure and manage multiple priorities.
Proficiency in English (spoken and written).
