Primary Purpose
The Program Manager will own and manage end-to-end delivery of large-scale skilling and assessment projects targeting adolescents and adults. This includes program governance, financial accountability, solution customization, and partnership building. The role demands the ability to translate policy into practice while ensuring impactful outcomes in employability and livelihoods.
Key Responsibilities
Program & Financial Ownership
Lead implementation of adult and youth skilling programs, ensuring measurable impact on employability and livelihoods.
- Own the P&L for assigned contracts, with accountability for revenue, margins, and efficiency.
Build and monitor program budgets, ensuring compliance with funder and government requirements.
Solutioning & Customization
Design and refine assessment frameworks and skilling models tailored to adolescents and adults.
- Integrate industry standards, SSC guidelines, and technology solutions (LMS, digital assessments, MIS dashboards) to ensure quality and scalability.
Collaborate with Product and Research teams to build custom proposals and pilots for new opportunities.
Program Governance & Delivery
Oversee scheduling, assessor deployment, partner coordination, and evaluation logistics across geographies.
- Ensure compliance with NSDC, SSC, and State Skill Mission norms.
Establish strong monitoring and evaluation systems to track learner progress, certification rates, and placement outcomes.
Stakeholder & Partnership Management
Build and manage relationships with government departments, SSCs, NSDC, training partners, industry associations, and CSR funders.
- Lead outreach efforts to forge partnerships that strengthen program design, funding, and delivery.
Represent LCPL in review meetings, policy forums, and ecosystem events.
Knowledge & Reporting
Deliver high-quality reports, dashboards, and presentations to government and funding stakeholders.
- Document best practices, case studies, and impact stories that highlight LCPLs contributions to adult and adolescent skilling.
Desired Qualification
- Bachelor's or Master's degree in Management, Education, Development Studies, Public Policy, or related fields.
- PMP/Prince2 certification or equivalent preferred.
Experience
- 6–10 years of experience in program management, with at least 3 years in adult/adolescent skilling or assessments.
- Proven record of managing large-scale government or multilateral projects in employability and livelihoods.
- Demonstrated success in budget management/P&L ownership and multi-stakeholder program delivery.

- Excellent ability to communicate and represent LCPL with diverse stakeholders, from policymakers to industry partners.
