Purchase Manager

Job Summary

We are seeking an experienced and proactive *Purchase Manager* to lead and manage the procurement functions for water and wastewater treatment projects (WTP, STP, ETP). The ideal candidate should have strong domain knowledge, vendor networks, and negotiation skills to ensure cost-effective and timely procurement of technical equipment and materials as per project requirements.

Key Roles & Responsibilities

Procurement Strategy & Planning

* Develop and execute procurement strategies in line with project schedules and cost objectives.
* Collaborate with project execution teams to align procurement timelines with BOQ and project milestones.
* Analyze technical specifications to ensure accurate and requirement-specific procurement of treatment plant equipment and consumables.
* Forecast material requirements and plan purchase schedules accordingly.

Vendor Management

* Identify, evaluate, and onboard qualified vendors, particularly for specialized equipment in the WTP, STP, and ETP sectors.
* Establish and nurture strong supplier relationships for long-term cost and quality benefits.
* Maintain a robust, updated database of approved vendors, categorized by performance, delivery history, quality compliance, and commercial terms.
* Regularly assess vendor performance through KPIs like on-time delivery, quality, and responsiveness.

Negotiation & Cost Optimization

* Lead strategic negotiations with suppliers to secure favorable pricing, credit terms, and delivery commitments.
* Evaluate multiple quotations and prepare detailed comparative statements for internal decision-making.
* Implement cost-saving initiatives without compromising on product quality or project timelines.
* Monitor price trends and market dynamics to identify opportunities for cost reduction.

Material Sourcing & Logistics

* Manage the entire procurement lifecycle: inquiry, quotation evaluation, PO release, dispatch tracking, and delivery confirmation.
* Procure a wide range of equipment including pumps, valves, blowers, diffusers, piping, instruments, and MEP components for water and wastewater treatment plants.
* Coordinate with logistics partners to ensure timely and damage-free delivery to sites with minimal downtime.
* Resolve transportation delays or issues proactively to prevent project disruptions.

Coordination with Project Team

* Interact regularly with project managers, design teams, and site engineers to accurately capture material needs as per drawings and BOQs.
* Track and prioritize urgent material requirements to ensure uninterrupted site work.
* Provide project teams with real-time updates on delivery schedules and procurement statuses.

Documentation & Compliance

* Ensure systematic documentation of all procurement activities, including POs, GRNs, invoices, inspection reports, and delivery notes.
* Adhere to internal procurement policies, budget approvals, and statutory compliance.
* Assist in internal and external audits by providing all required procurement documentation and data.
* Ensure all vendor contracts and transactions are compliant with legal and regulatory standards.

Market & Product Knowledge

* Stay abreast of new technologies, equipment innovations, and emerging vendors in the WTP/ETP/STP sector.
* Conduct ongoing market research to source new products that offer performance or cost advantages.
* Attend relevant trade shows, seminars, and vendor meets to build market intelligence and networks.
