Position Overview

The AVP - Procurement will lead and oversee the universitys entire procurement function, ensuring effective sourcing, vendor management, cost efficiency, and adherence to institutional policies. This role involves developing procurement strategies aligned with the Universitys academic, research, and infrastructure goals, ensuring quality, transparency, and timely availability of goods and services.

The position requires a strategic thinker with strong commercial acumen, experience in large-scale institutional or corporate procurement, and the ability to drive digital transformation and process excellence within the procurement domain

Key Responsibilities

Strategic Procurement & Planning

  • Formulate and implement the University's procurement strategy in alignment with institutional objectives.
  • Plan annual procurement budgets and forecasts across departments (academic, research, IT, facilities, and infrastructure).
  • Drive centralized procurement processes to achieve economies of scale and improve efficiency.

Vendor Management

  • Identify, evaluate, and onboard reliable vendors, service providers, and contractors.
  • Build and maintain strong relationships with suppliers to ensure consistent quality and cost-effectiveness.
  • Develop performance metrics and conduct periodic vendor evaluations.

Sourcing & Tendering

  • Oversee the preparation of RFPs, RFQs, and tender documents for major procurements.
  • Lead negotiations for high-value contracts to achieve optimal terms and pricing.
  • Ensure transparent and compliant bidding processes in line with institutional governance standards.

Policy & Compliance

  • Establish and enforce procurement policies, processes, and internal controls.
  • Ensure compliance with statutory, financial, and audit requirements.
  • Maintain documentation for all procurements for audit and accountability purposes.

Process Improvement & Technology Enablement

  • Introduce automation and e-procurement tools to enhance efficiency and transparency.
  • Streamline approval workflows and introduce best practices in category management.
  • Drive continuous improvement and sustainability in procurement practices.

Team Leadership

  • Lead and mentor a team of procurement professionals.
  • Foster a culture of accountability, ethics, and service excellence.

Collaborate with academic and administrative departments to address their procurement needs effectively.
