They are what we believe, what customers can expect, and how we deliver. ** Job Summary**: - Located at Various Bechtel India offices, provides supervision to a project team of assigned Purchasing personnel and performs tasks involved in the formation and administration of complex purchase orders. Prepares Purchasing master pro-forma documents and develops & monitors project workhour estimates. Participates in the planning, staffing, training and development of Purchasing personnel. - **Job Dimensions**: - **Supervision Received** - Reports to and receives operational direction from Project Procurement Manager and/or assigned supervisor. - At jobsite locations, reports to and receives direction from Project Field Procurement Manager. - **Supervision Exercised** - Provides supervision to assigned Purchasing personnel. - **Contacts**: - Maintains working relationships with project Procurement personnel and other project discipline supervisors. - Maintains relationships with supplier personnel. - Maintains contacts with global business unit Procurement personnel, including functional supervisors, and other Procurement supervisors of Expediting, Supplier Quality, Logistics and Field Procurement. - **Major Responsibilities**: Purchase Order Management: Form and administer complex purchase orders; ensure compliance with project requirements and contractual terms. - Team Leadership: Supervise purchasing personnel through bidding, evaluation, and award processes; provide training and development. - Bidder List & Evaluation: Maintain project bidder lists; review bid tabulations for accuracy and completeness; approve supplier selections within authority. - Procedures & Budgeting: Develop project purchasing procedures; prepare workhour estimates; monitor work and budget adherence. - Staffing & Planning: Coordinate staffing plans with Project Procurement Manager; manage orderly onboarding and release of personnel. - Contract & Documentation: Review prime contract provisions; maintain master purchasing pro-forma documents including legal and commercial terms. - Negotiations: Direct negotiations and prepare plans for resolving commercial conditions when required. - **Education and Experience Requirements**: A bachelor’s degree in engineering with 12 to 18 years of relevant industry experience in purchasing and expediting functions on Energy / Infrastructure / Mining & Metals / Manufacturing & Technology projects. - Post - Graduate specialization in Supply Chain Management preferred. - **Required Knowledge and Skills**: Demonstrated knowledge of the legal and commercial aspects of global procurement of equipment and materials. - Experience, skill, or training in the function of supervising workload distribution and execution of the work, as well as personnel interviewing, selection, performance evaluation, career counseling when delegated, training. - Skilled in working with and informing effectively with supervisors of other project functional groups. - **Total Rewards/Benefits**: - For decades, Bechtel has worked to inspire the next generation of employees and beyond Because our teams face some of the world's toughest challenges, we offer robust benefits to ensure our people thrive.
