District Coordinator, Telangana Inclusive Livelihoods Programme

The position
The District Coordinator will support the design, implementation, and coordination of the inclusive livelihood strategy with different thematic leads in the designated blocks, aimed at enhancing the livelihoods and well-being of the extremely poor, prioritising the needs and priorities of rural women.
The District Coordinator will be responsible for aligning implementation at the district level with the objectives of the TGILP, fostering collaborations with stakeholders, and ensuring the efficient utilisation of resources for sustainable and impactful outcomes in uplifting the most vulnerable communities in the designated blocks.
The position will be based at the District Development Office and will report to the Programme Coordinator, SPMU-TGILP.
The position will be required to mentor and guide the Block Coordinators in the designated blocks in the district, providing regular support and monitoring the progress of the programme.
S/he will provide specialised technical and operational support to the district administration and implementation teams at the mandal level facilitating the smooth implementation of TGILP, and convergence with existing programmes and community institutions (SHGs, Village Organisations and Cluster Level Federations).
Support the development of a district-level framework for inclusive livelihoods.
Support the identification of extremely poor/ vulnerable households in the designated blocks, to receive coaching and capacity building, and asset enhancement support to improve their livelihoods in a sustainable manner.
Coordinate the provision of technical support to block teams across the key components of TGILP
Review regulations, entitlements, and policies for special interest groups, social inclusion, and women, aligning TGILP implementation and ensuring convergence.
Support the design and development of guidelines to integrate and mainstream rural women and extremely vulnerable sections through the convergence of various welfare schemes at the district and block levels.
Support the development of relevant coaching and capacity-building modules across components and thematic areas. In particular, guide and support the development of training, capacity building and mentoring of community Master Resource Persons.
Ensure smooth implementation of the programme across all the stages of the ‘graduation’ approach, supporting poor and vulnerable households to transition out of extreme poverty and take up sustainable livelihoods.
Facilitate convergence between departments and other stakeholders for smooth implementation of TGILP at the block level.
Support the development of MIS and streamline reporting mechanisms from block to district and from district to state levels.
Facilitate the identification of best practices and support knowledge dissemination of best practices and lessons learned, and the development of dissemination material (eg infographics, briefs and reports).
Ensure the effective implementation of project interventions across all components of the graduation approach.
Undertake regular field visits to the designated blocks, providing technical support and monitoring the progress of implementation.
Identify potential risks to programme implementation and develop risk mitigation strategies. Monitor and manage risks to ensure the smooth functioning of programme operations.
Ensure that block coordinators have clarity on their roles and responsibilities, identifying needs, and helping build staff capacity.
Create an enabling space for learning/sharing at team/ SERP TG level reviews.
Ensure that all staff are deployed as per the approved district and mandal PMU’s, taking proactive action for filling any vacancy, under the guidance of the Programme Coordinator, ensuring timely recruitment, probation, and performance appraisal staff.
Nurture a climate of free and frank communication and respect for women in the team.

Facilitate and support cross-learning with other district/ block coordinators, under the guidance of the Programme Coordinator.
Support the design and implementation of monitoring and evaluation frameworks to assess the progress and impact of TGILP at the district and block levels.
Use a data-driven approach to measure the effectiveness of interventions, gather insights, and make informed decisions for continuous improvement.
Study gaps between the design and the execution of the interventions being implemented and course correcting to deliver impact at scale.
Participate in regular reviews with the SPMU, district and mandal PMUs, addressing any kind of immediate requirement at the district/ block-level with the database/ reports/ PPT etc.
Identify the capacity-building needs of programme staff at district, block, and community levels and develop tailored training programmes to enhance their understanding and skills in delivering programme outcomes, particularly in the context of working with women and extremely poor households.
