
Principal Quantity Surveyor

Overview / Responsibilities:
Wood is currently recruiting for a Principal Quantity Surveyor with extensive experience in the oil and gas petrochemical industry.
- Responsible for supporting the objectives of the Health, Safety, Security, Environmental and Quality Policy and Information Security Management Policy by adhering to applicable Procedures and Work Instructions while fulfilling of duties.
- Assist Manager - Contracts for all developmental activities of the department including proposal.
- Prepare and maintain cost data of projects and update departmental data bank periodically as advised by Manager - Contracts.
- Appraise Manager - Contracts for all project issues related to Contracts and QS.
- Carry out and/or ensure that staffs operate in accordance with appropriate and current project specific procedures, project instructions, corporate contract execution procedures, construction work instructions, management instructions, project schedule and budgets.
- Home Office:
- Prepare, review, approve and distribute BoQ for measured work including Method of Measurement, preambles, estimation of provisional quantities, contingency allowances and pricing and payment sections of the contract.
- Provide input to contracting strategy and contracting plans.
- Collaborate with Discipline Engineer, Project Estimator, Project Cost Engineer, Contracts Engineer, Material Take-Off group to establish full scope & quantities.
- Propose, review, and amend as necessary standard preambles for pricing sections of contract based on selected Method of Measurement.
- Propose, review, and agree provisional sums, day work allowances and contingency allowances to be included in BoQ.
- Ensure that the requirements for the security of records and the maintenance of backup copies are observed.
- Prepare AFC measurements and BoQ from information received from project task force or supervise the preparation of the AFC BoQ if being prepared by Projects Execution Centre (India).
- Assist auditors as and when required.
- Carry out Contract Engineering and/or Cost Engineering duties when authorised to do so.
- Liaise with Quantity Surveyors / Contracts staff appointed by client as appropriate.
- Provide effective feedback and records for Manager, Contracts
- Field Assignment:
- Receive, review and issue to contractors AFC measurements and BoQ received from project task force.
- Actively engage Contractors QS in the review and agreement of AFC measurements, BoQ and star rates.
- Review and monitor all changes resulting from but not limited to drawing revisions, technical queries (TQ’s) and field instruction works, ensuring that these quantities and costs have been or have not been allowed for within agreed AFC BoQ and variations resulting from FI’s.
- Receive draft Field Instruction (FI) issued by construction group and ensure it has appropriate approved signatories.
- Assist in the preparation and review of final accounts.
- Assist in the preparation and issue of monthly cost reports.
- Ensure that records of costs and other statistical data are established and maintained to enable feedback in accordance with established requirements.
- Ensure that the requirements for the security of records and the maintenance of backup copies are observed.
- Assist auditors as and when required.
- Carry out Contract Engineering and/or Cost Engineering duties when authorised to do so.
- Liaise with Quantity Surveyors appointed by client as appropriate.
- Carry out appraisals of staff when required if applicable.
- Perform the role of Contract Manager / Engineer, when assigned in project.
- Provide effective feedback and records for Manager
- Contracts.
Skills / Qualifications:
- Degree or Diploma in Engineering (Essential)
- Minimum 6 years (Graduate) / 8 years (Diploma)
- Experience in reputed PMC / EPC organisation in the capacity of Principal Quantity Surveyor in Oil & Gas / Refinery / Petrochemical / Chemical Sectors (Essential)
