Supports the Finance and Grants Director to ensure appropriate systems are in place for timely and cost-effective disbursement, accounting, budgeting, and reporting of project funds in compliance with RTI policies, local and USAID regulations.
- Support in keeping track of the Project budget and future projections and update these on a monthly basis
- Prepare monthly cash requests and ensure that the project bank account is sufficiently funded to meet expenditure requirements
- Check invoices received from vendors, consultants and claims received from project staff in India and other SAREP countries
- Ensure accuracy of invoicing for seeking input credit for GST
- Ensure compliance with applicable local laws in terms of deduction / withholding of tax at source, Reverse charge on GST and so on.
- Process payments to vendors, staff and consultants and upload them on the online banking portal
- Reconcile bank balance on a weekly basis and prepare a monthly bank reconciliation statement
- Record financial transactions in Quick Books and close the accounts on a monthly basis. Prepare the required financial statements on a monthly basis for reporting project expenditure to the international field accounting team.
- Ensure timely processing of staff payroll
- Keep a track of advances paid to vendors and staff and ensure timely settlement
- Address queries received from RTI Main Office (SAREP PMU) and International Field Accounting team on a timely basis
- Maintain a track of Purchase Orders and Purchase Requisitions issued for the project
- Support the annual financial closing process in September and March each year.
- Provide functional support for RTI’s finance and accounting function and ensure systems and process are consistently followed.
- Review expenses and financial transactions to ensure it is compliance with RTI procedures and terms of the agreement.
- Maintain inventory tracking system for all project assets and perform periodic reviews to ensure compliance with RTI procedures and terms of the agreement with USAID.
- Reconcile cash accounts for field offices if required.
- Perform the cash management functions required in maintaining RTI bank accounts.
- Manage petty cash accounts if required.
- Coordinate with the Regional Controller’s office for any audits or to report any other findings
- Recommend necessary ideas based on the review findings to regional controller to improve quality of reporting.
- Provide training materials for field finance staff.
- Perform other tasks as assigned by his/her supervisors.

**Grants Management**:

- Support the Finance and Grants Director in orienting SAREP grantees on financial management and reporting aspects of the grant
- Review monthly invoices and tax refund claims received from all SAREP grantees
- Review the quarterly financial statements received from Grantees and reconcile these with the monthly invoices
- Keep track of the leverage reported by Grantees if any
- Support the process of obtaining GST refund from USAID for grantees and maintain necessary tracking sheets and documentation
- Keep track of assets procured by grantees through project funds
- Coordinate with RTI main office for release of grant funds to grantees
- Support in closing out of grants in terms of financial reconciliation, asset disposition etc. as required through the grant award.
- Maintain an overall financial database / tracking sheet of all grants awarded in all SAREP countries
- Master’s degree in accountancy, finance, business administration (specializing in finance), or other relevant field, or equivalent with 6 years of experience, or a bachelor’s degree in finance, commerce or accountancy and 8 years of experience.
- Prior experience overseeing finances for a USAID-funded project of a similar size and complexity is desirable.
- Relevant experience in Grants management is desirable
- Previous experience with USAID-funded programs, and fluency with USAID policies and procedures related to financial management, financial reporting, and grant making is desirable.
- Results-oriented and focused, with the ability to follow guidelines and controls required of the position.
- Budgeting, financial analysis, and MS Excel skills required.
- Proficiency with accounting software (QuickBooks preferred), Word, PowerPoint and Access.
- Demonstrated team player with effective cross-cultural interpersonal skills; able to develop and communicate a common vision among diverse partners and lead multidisciplinary teams.
- Verbal and written fluency in English, along with strong communications, interpersonal, and presentation skills.
