OBJECTIVES OF THE PROGRAMME
Protect, prevent and reduce the exposure to major NCD risk factors, mental health, nutrition and environmental health problems; while promoting e-health and well-being of the population and addressing social determinants of health. Strengthen effective national health system response to NCDs, mental health, nutrition and environmental health problems; including through multi-sectoral and health in all policies approach. Intensify evidence-based policy development and programmatic design and practices using strategic information systems and research to address NCDs, mental health, nutrition and environmental health problems. Build institutional capacity to manage chronic illness, disability as results of NCDs, mental illness and injuries as well as preventive approaches.
DESCRIPTION OF DUTIES
Under the direct supervision of Director, HPN, the incumbent will assume responsibility as follows:
1. Coordinate and provide support to technical units on developing and implementing activities related to the Department's overall goal of containing the burden of risk factors including tobacco use, unhealthy diet, physical inactivity and harmful use of alcohol, NCDs such as cardiovascular diseases, cancer, diabetes and chronic respiratory diseases, NCD surveillance, policies and plans for NCDs and global and regional initiatives, nutrition and environmental health problems in the South-East Asia Region.
2. Manage the Regional NCD programme in collaboration with other departments, WCOs and HQ by:
Ensuring effective coordination between the different areas of NCDs - policies, risk factors, management and surveillance across relevant technical units and departments in the regional office.
Propose new and support existing initiatives on NCD risk factors, control and management towards achievement of regional priorities and goals.
Collaborate and support NCD program within countries of the region.
Liaise and collaborate with relevant technical units in HQ, global and regional partners on advancing prevention and control of NCDs in the region.
Resource mobilization at regional and country level.
3. Monitoring and documenting program implementation at regional and country level:
Technical support to the Director in program and human resource management within the department.
3. Lead and manage inter-sectoral and in-departmental collaboration.
4. Promote efficient and well-coordinated responses by HPN technical units to requests for technical support from WCOs and national health authorities.
5. Advocacy and effective communication with key stakeholders and partners for accelerating progress on prevention and control of NCDs in the region.
6. Represent WHO at international, regional and national meetings related to programme areas.
7. Support the Director in ensuring high standard HPN technical documents, reports and guidelines.
8. Maintain and increase collaboration with other departments and other partner agencies related to building institutional capacity to manage chronic illness, disability as results of NCDs, mental illness and injuries as well as preventive approaches.
9. Act as Department Director during his/her absence and perform any other duties as may be assigned.
REQUIRED QUALIFICATIONS
Education
**Essential**: Degree in Medicine and Postgraduate Degree in Public Health.
**Desirable**: Postgraduate qualification in noncommunicable diseases.
Experience
**Essential**: At least 15 years of experience in the development and implementation of public health programmes, including considerable similar experience obtained in an international context.
**Desirable**: International working experience in the area of health. Working experience with WHO an asset.
**Skills**:Thorough knowledge of WHO values, policies, mission, goals and regulations.
In-depth knowledge of international public health issues and health systems management. High level of technical and managerial competence for planning, direction and evaluation of health development programmes. Excellent knowledge of programme analysis.
Ability to establish and maintain excellent relations with officials at all levels. Ability to exercise sound professional judgement. Ability to coordinate and motivate staff of various backgrounds.
Good interpersonal skills. Demonstrated excellence in scientific writing in the form ofpublications and papers in national and international journals.
