**Job Title**:
Freelance Researcher - Systems Engineering

**Job Purpose**:
To conduct research focused on developing a Systems Engineering (SE) and Systems Thinking (ST) framework for improving contract management in complex public infrastructure projects, specifically in Uganda's energy sector. The researcher will utilize survey-based data collection and Systems Dynamics (SD) modeling using Vensim to enhance the effectiveness of contract management strategies.

**Required Qualification**:

- Master's or PhD in Systems Engineering, or a related field.
- Specialization in Systems Thinking, Infrastructure Project Management, or Contract Management.
- Formal education or certification in System Dynamics or modeling techniques will be an added advantage.

**Tools to be Familiar**:

- Vensim software for Systems Dynamics modeling and simulation.
- Statistical software (e.g., SPSS, R, or Python) for survey data analysis.

**Required Experience**:

- Proven experience in conducting academic or industry research in Systems Engineering, or related domains.
- Experience with survey design, primary data collection, and statistical analysis.
- Prior experience using Vensim or other Systems Dynamics tools for modeling complex systems.
- Familiarity with infrastructure project management, particularly in the public sector, preferably in the energy or utilities sector.

**Required Knowledge/Skills**:

- Research Skills: Ability to design, conduct, and analyze surveys, with strong attention to detail.
- Systems Thinking: Knowledge of Systems Thinking frameworks and their implementation in complex project management.
- Systems Dynamics Modeling: Practical experience in building and running SD models in Vensim or similar tools.
- Data Analysis: Proficiency in statistical techniques, including regression analysis and hypothesis testing.
- Develop the research methodology based on survey-based data collection, secondary data review, and SD modeling.
- Design surveys and questionnaires to gather primary data on contract management practices in Uganda’s energy sector.
- Collect and analyze primary and secondary data to identify key trends, challenges, and opportunities for improvement in contract management.
- Develop and run a System Dynamics model using Vensim software to simulate contract management strategies and project outcomes.
- Integrate feedback loops and other SD principles into the model for better decision-making.
- Analyze model results and generate insights to guide the development of a Systems Engineering framework for contract management.
