**JD - AVP Highway O&M (Moradabad)**
- This is the senior position and the expert engaged as the team leader shall be responsible for reviewing the entire Project implementation activities of the Concessionaire.
- He shall check all the Designs being prepared by the Concessionaire, ensure execution of works on site as per specification and standards, and continuously interact with the NHAI and the Concessionaire.
- Drafting of letters / replies / documentation involving contractual and other matters for various road projects under Operation and Maintenance/Defect Liability Period under HAM and EPC in coordination with Site Project Managers/other departments.
- Scrutiny of day-to-day correspondence of projects in O&M/Maintenance Period and ensure the contractual compliances within the timelines provided in the contract / SOPs of CO / Dept.
- Segregate/prepare case/issue-wise files of each project and prepare a brief note on critical issues.
- For each project, flag the contractual issues related to delays in O&M payment/Annuity/other client deliverables.
- Verification of Monthly/Quarterly bills being submitted to the Client, per provisions of the Contract.
- Vetting of MMR/MSR and other periodic contractual communications before submission to the client.
- Coordinate with the Billing/Safety/Operations and another department to ensure strict implementation of contractual provisions.
- Review of daily correspondences through an online document management system and coordination with the concerned for the proper and timely reply, safeguarding the company’s interest and adhering to contractual provisions.
- Preparation/vetting and defense with respect to Change of Scope items/financial claims to/from the Client during the O&M Period.
I'd like to point out that the review of emergency response arrangements needs special attention.
He shall undertake Project site visits and shall guide, supervise, coordinate and monitor the work of other experts in his team as well as those of the Concessionaire.
He should have the following qualification/experience.
1. Essential Qualifications.
i. Graduate in Civil Engineering from a recognized university.
ii. Total Highway Experience of 10 years.
iii. At least 3 years experience as Team Leader/Project Manager or in a similar capacity
in O&M and other related activities (like Maintenance Manual, Maintenance
Programs, Lane Closures, Traffic Management, etc.) of completed 4/6 lane
highway sections. (40% of project length or more of similar configuration (4/6
laning**) and above).
