In India, Jhpiego works across various states in close collaboration with national and state governments, providing technical assistance in the areas of family planning, maternal and child health, strengthening human resources for health, and non-communicable diseases. These programs are funded by USAID, the Bill & Melinda Gates Foundation, the David & Lucile Packard Foundation, the Children’s Investment Fund Foundation (CIFF), MSD for Mothers, and other anonymous donors.
The National Program Officer (NPO) will play a crucial leadership role in coordinating the implementation of the Manyata 5.0 initiative across the country. The NPO will oversee the program's strategic and operational aspects, ensuring alignment with national health priorities and effective collaboration with key stakeholders, including government bodies, healthcare facilities, and other partners. The position will provide leadership to state-level teams, ensure the achievement of program targets, and foster innovation in improving maternal and newborn healthcare quality. The position will report to the Associate Director.
**Responsibilities**:
- **Program Leadership and Strategy**: Lead the national rollout of the **Manyata 5.0 initiative**, ensuring alignment with Jhpiego’s strategic objectives and national health goals. Provide guidance and technical expertise for the implementation of the program across multiple states.
- ** Collaboration and Stakeholder Engagement**: Build and maintain strong partnerships with **national and state government health departments**, **FOGSI**, **NABH**, and other relevant stakeholders. Represent the program in high-level meetings, national forums, and working groups.
- ** Team Management and Support**: Provide leadership and oversight to state-level program officers and teams, ensuring effective coordination and support in program implementation. Ensure that field teams are adequately trained and supported to meet program goals.
- ** Program Monitoring and Evaluation**: Collaborate with the Monitoring, Evaluation, and Learning (MEL) team to track program performance against key indicators. Oversee the collection and analysis of data, and ensure that insights inform decision-making and program improvement.
- **Quality Assurance and Technical Support**: Ensure adherence to **Manyata standards** in maternal and newborn health. Provide technical assistance to healthcare facilities, Centers for Skill Enhancement (CSEs), and state teams in quality improvement (QI) practices.
- ** Resource Mobilization and Financial Management**: Work with the finance team to manage program budgets and ensure optimal use of resources. Support fundraising efforts, develop concept notes, and assist in writing proposals for program expansion and sustainability.
- ** Capacity Building and Training**: Lead the development of training modules and capacity-building initiatives for healthcare providers, government counterparts, and program staff. Ensure continuous professional development in line with the evolving needs of the program.
- ** Reporting and Documentation**: Ensure high-quality, timely reports to donors, government bodies, and internal teams. Prepare program progress reports, success stories, case studies, and lessons learned for internal and external dissemination.
- ** Advocacy and Policy Support**: Advocate for the integration of **Manyata standards** into national health policies and programs. Contribute to national dialogues on quality maternal and newborn health services and help influence policy reforms.
- ** Innovation and Scaling**: Identify opportunities to scale the Manyata program across states and support innovations in service delivery, digital health, and blended financing models to enhance program impact.
- ** Travel**: Conduct regular visits to states and program sites to monitor activities, provide support, and ensure the successful implementation of the program.
Required Qualifications:
- Graduate degree in Medicine with registration in the respective council.
- Community Medicine/Master’s in Public Health (MPH) or equivalent degree is highly preferred.
- 8+ years of experience working in public health programs, with at least 5 years in leadership or management roles.
