Job Description: Health, Safety, and Environment (HSE) Manager for High-Rise Residential

Position Overview

The HSE Manager ensures a safe, compliant, and environmentally responsible working environment on high-rise residential construction sites. This role involves implementing and monitoring safety programs, conducting regular inspections, and promoting a culture of safety while ensuring compliance with regulatory standards.

Key Responsibilities

Internal Process Perspective

  • Site Safety Supervision and Inspections
  • Conduct routine inspections and audits to identify risks and ensure adherence to safety protocols.
  • Develop and implement corrective actions for identified unsafe practices or conditions.
  • Accident Prevention and Incident Investigation
  • Establish protocols for reporting and investigating incidents, near-misses, and non-compliance.
  • Lead investigations, identify root causes, and implement preventive measures to avoid recurrence.
  • Monitoring and Reporting
  • Track HSE performance metrics (e.g., LTIR) and generate periodic reports.
  • Ensure continuous improvement through analysis of safety observations and trends.
  • Waste and Environmental Management
  • Oversee proper disposal of hazardous materials, waste, and debris.
  • Monitor environmental parameters (air, noise, water) to comply with legal limits.

Financial Perspective

  • Minimize financial losses by reducing incidents, mitigating risks, and avoiding penalties due to regulatory non-compliance.
  • Optimize resource allocation by implementing cost-effective safety measures and environmental practices.
  • Ensure efficient handling and disposal of waste to avoid unnecessary expenses.

Customer Perspective

  • Ensure client satisfaction by maintaining a safe and compliant site, showcasing organizational commitment to safety and environmental standards.
  • Deliver regular safety updates and reports to project stakeholders, fostering transparency and trust.
  • Ensure project delivery aligns with regulatory requirements, avoiding delays or fines.

People Perspective

  • Training and Awareness Programs
  • Provide comprehensive safety training for employees, contractors, and subcontractors.
  • Conduct toolbox talks, refresher courses, and workshops to instill a proactive safety culture.
  • Encourage reporting of hazards and unsafe conditions through positive reinforcement.
  • Emergency Response and Crisis Management
  • Develop and execute emergency response plans, ensuring all personnel are trained in crisis procedures.
  • Coordinate with emergency services and local authorities during critical incidents.
  • Collaborate with project managers and site teams to integrate HSE policies seamlessly into daily operations.

Key Competencies and Skills

  • Strong knowledge of safety management systems, risk assessment, and incident investigation.
  • Proficiency in HSE regulations, environmental standards, and construction safety codes.
  • Exceptional communication and leadership skills to influence and train diverse teams.
  • Analytical skills for interpreting safety metrics and recommending actionable improvements.

Qualifications and Experience

  • Education : Bachelor’s degree in Safety Management, Environmental Science, Engineering, or related fields.
  • Certifications : NEBOSH, IOSH, OSHA, or equivalent HSE certifications.
  • Experience : 8+ years in HSE roles, preferably in high-rise residential or large-scale construction projects.
