Job Title: Head of Monitoring, Evaluation, and Learning

Location: Gurugram Head Office

Reporting to: Director - Programme & Strategic Initiatives


Job Purpose

A client of Randstad is seeking an experienced professional to lead the Monitoring, Evaluation, and Learning (MEL) function. This role involves overseeing scientific evaluation processes across all projects, ensuring data-driven insights, and maintaining a comprehensive repository of knowledge products. Additionally, this role includes analyzing project data, developing learning papers, and creating resources for publication in national and international journals.


Key Responsibilities

A. Monitoring and Evaluation Plan

  • Guide project teams in creating M&E plans.
  • Define data sources, data flow, and usage strategies for projects, collaborating with project and regional program managers.
  • Assist in developing logical frameworks and performance-tracking indicators.
  • Design M&E formats for quarterly and annual project reports.

B. Facilitate Project Monitoring and Evaluation

  • Manage the process for securing baseline and end-term evaluations.
  • Coordinate with agencies for project evaluations and maintain a database of qualified agencies.
  • Develop and review project-specific trackers and analyze data for senior management.

C. Capacity Building

  • Conduct structured capacity-building sessions on M&E for project teams.
  • Train staff on qualitative and quantitative indicators and logical framework analysis.

D. Documentation and Publications

  • Write evidence-based papers for publication.
  • Maintain case studies and monitoring reports for projects.
  • Develop best-practice documents based on data analysis and contribute to annual reports.

E. Monitoring and Evaluation Visits

  • Conduct site visits to assess M&E systems in place.
  • Review project progress with the Senior Regional Program Manager.
  • Prepare monitoring reports within seven days of visits and present them to senior management.


Qualifications and Experience

Educational Requirements

  • Master’s degree in Social Science, Social Work, Demography, Statistics, or a related field from a reputable institution.

Skills and Experience

  • 15+ years in MEL for development projects in health, education, livelihood, and disability sectors.
  • Proficiency in both qualitative and quantitative research methodologies.
  • Experience with digital data collection, management, analysis, and reporting tools.
  • Advanced skills in G-Suite/MS Office and familiarity with data analysis tools like Google Data Studio, Power BI, and STATA are a plus.
