About the company National e-Governance Division was created by the Ministry of Electronics & Information Technology as an Independent Business Division under the Digital India Corporation {erstwhile Media Lab Asia}. Since 2009, NeGD has been playing a pivotal role in supporting MeitY in Programme Management and implementation of the e-Governance Projects; provide technical and advisory support to Ministries/ Departments, both at Central and State levels along with other Government organisations. Role: Consultant Work Location: New Delhi ( with frequent travel requirement to GIFT City, Gandhinagar) About the Role National e-Governance Division(NeGD) is seeking an experienced Consultant with 4+ years of experience to lead the requirement analysis for a comprehensive SupTech Solution. The consultant will work closely with the International Financial Services Centers Authority (IFSCA) at GIFT City, Gandhinagar and NeGD for gathering and documenting requirements for multiple regulatory technology modules. Key modules & their scope Module Key Features 1. Digital Regulatory Reports - Standardized submission formats (XBRL, XML, XLS)- Multiple interfaces (web forms, upload, APIs)- Validation and analysis capabilities - Dashboard generation 2. MIS Dashboards and Reports - Supervisory monitoring tools - Performance, compliance, and risk tracking - Cross-vertical trend analysis 3. Risk-Based Supervision (RBS)- Risk profile analysis of Regulated Entities (REs)- Integration of multiple data sources - Risk scoring mechanisms - Red flag identification - Supervisory program generation 4. Inspection - Ad-hoc and system-triggered inspections - Planning and scheduling functionality - Execution tools (checklists, questionnaires)- Comprehensive reporting capabilities 5. Enforcement - Regulatory compliance enforcement - Show-cause notice management - Response handling - Personal hearing coordination - Enforcement action tracking 6. Regulatory Compliance - Automation of compliance verification - Regulatory database management - Rule definition for automatic verification - Compliance report generation 7. Shared Support Functions - Inquiry management - Alert and notification systems - SLA tracking - Checklist management - Meeting records management - Actions management 8. Admin Application - User and role management - Access permission controls - System configuration tools - Risk analysis parameters - Business rules management - Form and template creation - SLA and master data management The Consultant will be responsible for gathering and documenting requirements for the following modules: Integration and Support Requirements The Consultant will need to document requirements for: Data integration with SWIT system and external sources. Workflow integration between modules. User interface design and functionality. Comprehensive documentation for all user types. Training requirements and materials. Required Skills & Qualifications Essential: 4+ years of experience as a Business Analyst in financial services or regulatory technology. Strong domain knowledge in financial regulations and supervisory technologies Desirable: Expertise in requirement gathering and documentation. Experience with integration requirements and API documentation. Understanding of XBRL Taxonomies and knowledge of Indian & Global Regulatory Reporting Standards. Key Responsibilities Conduct thorough requirement analysis for all modules. Prepare comprehensive Business Requirement Documents (BRD). Propose cross-domain interlinking requirements. Collaborate with developers for solution documentation. Travel to IFSCA for in-person requirements gathering. Technical Competencies Proficiency in requirements gathering methodologies. Experience with workflow modelling and documentation. Understanding of regulatory compliance systems. Knowledge of data integration and API concepts. Additional Requirements Willingness to travel to GIFT City, Gujarat initially. Excellent communication and stakeholder management skills. Ability to understand and document complex regulatory processes. In addition to the above the resource may be assigned any other task as per the project requirement from time to time by P&CEO, NeGD / Project Head
