2. ORGANIZATIONAL BACKGROUND:
Language and Learning Foundation (LLF) was founded in 2015, with a vision to develop strong foundational language and literacy among all children, to facilitate thinking and reasoning, through capacity building of teachers and teacher educators. The organization works with various state governments and has been recognized as a domain leader in language and literacy learning and multilingual education.
About the Programs:
LLF is a member of a number of national and state-level committees and working groups for the new National Education Policy, 2020, Early Childhood Education and Foundational Learning, Curriculum, and Pedagogy, and is committed to supporting the national agenda of Foundational Literacy and Numeracy (FLN). It is implementing India’s first CSR-funded Education Development Impact Bond (DIB) through its Learning Improvement Program in Haryana.
LLF is a system-focused and impact-driven organization dedicated to
addressing the foundational learning crisis in collaboration with the national and state
governments in India. Over the past 8 years, LLF has improved foundational learning
outcomes of 850,000+ children and classroom processes of 2,50,000+ teachers and teacher educators across 8 states. LLF currently works with 8 state governments across the country.
For more information about LLF, please visit: JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to the Associate Director (M&E), the Manager - Monitoring & Evaluation (MME) shall contribute to overall M&E initiatives of the organization across the eight states where LLF operates. The MME will lead the design, implementation, and oversight of monitoring frameworks, evaluation strategies, and data-driven insights to enhance the impact of large-scale school education programs. S/he will also support donor reporting, collaborate with technology partners, and drive internal evaluations and research.
Key Job Responsibilities:
(1) Contribute to the overall M&E initiatives of the organization and support the development and implementation of policies for effective data management, including protocols for data collection, analysis, interpretation, and sharing;
(2) Formulate techniques to ensure quality data collection, ensuring adequacy, accuracy, and legitimacy;
(3) Coordinate the development of tools for literacy assessments and classroom observation, establishing protocols for data management and analysis;
(4) Revise and review theory of change, logic models, and design indicator frameworks to enhance data collection and utilization;
(5) Assist in donor reporting by integrating quality monitoring and learning outcomes data into reporting structures;
(6) Establish and maintain a database to monitor program progress and implementation;
(7) Collaborate with technology partners to build data collection and analysis mechanisms, such as a classroom observation app;
(8) Assist in generating reports and extracting data, supporting the documentation of electronic data management systems accessible to relevant teams;
(9) Develop student assessment frameworks, analyse assessment findings, and prepare reports;
(10) Engage with field teams to resolve queries, interpret data, and analyze data for program use;
(11) Support the development and coordination of internal process studies, evaluations, and research studies as part of program activities.
4. QUALIFICATIONS, EXPERIENCE, AND COMPETENCIES:
Qualification and Experience:
(1) Candidates must have a master’s degree or equivalent in a relevant field of education;
(2) Minimum of eight years of overall professional experience, with at least five years specifically in monitoring and evaluation (M&E) functions, preferably within education-related programs.
Skills and Competencies:
(1) Strong understanding of data administration and management functions, including data collection, analysis, interpretation, and presentation;
(2) Proficiency in MS Office, particularly Excel, and familiarity with statistical software such as Stata, SPSS, and ODK;
(3) Analytical mindset with excellent problem-solving abilities;
(4) Effective communication and presentation skills in both English and Hindi:
(5) Ability to build and manage relationships, with strong interpersonal and collaboration skills.
Required Competencies:
(1) Ability to effectively manage and utilize program data for monitoring and evaluation purposes;
(2) Capability to develop and implement M&E policies and protocols for effective data management;
(3) Competence in revising and reviewing theory of change, logic models, and indicator frameworks;
(4) Skill in coordinating and conducting internal process studies, evaluations, and research studies;
(5) Capacity to support donor reporting by including quality monitoring and learning outcomes data.
5. COMPENSATION OFFERED:
Gross compensation budgeted for the position is attractive. The offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history.
