3. JOB DESCRIPTION/ RESPONSIBILITIES:
The Deputy Director Finance (DDF) will work closely with the Director Finance & Administration (DFA) for planning, financial monitoring and analysis, compliances and audit and supervise a team of staff members. It will hold functional responsibility over finance, and grants administration.
The role effectively supporting the review and implementation of all financial policies and activities in the program. As a member of the Finance Department, the DDF in this position must be able to adapt to a continually evolving environment; demonstrating both, the autonomy and collaboration skills needed to advance organisation’s purpose and the leadership to inspire confidence of all internal and external stakeholders.
Key Job Responsibilities: The DDF is expected to perform a wide range of duties including inter alia the following:
(1) Ensuring financial management, control, and regulatory compliance by adhering to the organization’s policies at the National and Regional Office levels;
(2) Ensuring the monthly review of consolidated organizational budget performance against individual annual project budgets, forecasting expenses, and tracking ongoing commitments against the approved cash position;
(3) Advising DFA on issues, trends, and changes in financial operating performance and operational delivery, while proactively communicating anticipated issues before they arise;
(4) Assisting in implementing yearly objectives and measurable metrics for Finance department performance, both for individual team members and project teams;
(5) Supporting long-term budgetary planning and cost management in alignment with the organization’s strategic and project plans, especially by improving organizational development and increasing Finance’s contributions to organizational effectiveness and efficiency by leveraging technology and accurate information;
(6) Assisting the DFA in ensuring that the leadership team is working as per the approved annual budgets for programs and delivery through collaborative working practices;
(7) Working collaboratively with all Functions and Programs;
(8) Undertaking need-based pan India travel to the project offices.
A. Financial Planning
(1) Assisting in preparing the organisation’s multi-year financial plan, annual operating budget, and financial forecasts;
(2) Working with the program teams to prepare project budgets and ensuring the ratios of direct and indirect costs are as per the organization’s policy;
(3) Aligning the financial planning and management practices to comply with statutory, regulatory, and donor requirements.
B. Financial Accounting
(1) Supervising the financial accounting in accordance with the organisation’s standard procedures and helping in communication on all financial issues to various teams;
(2) Ensuring that all financial transactions are being recorded accurately and in time;
(3) Carrying out controlling and supervision to ensure timely payment of all office operation costs, e.g., rent, electricity, water, telephone, internet bills, etc.;
(4) Regularly scrutinizing the ledgers, especially accounts payables, cash balances, and all imprest accounts to ensure funds are being properly utilized and accounting transactions are being accurately recorded;
(5) Liaising with banks for receipts, payments, transfers, and investments;
(6) Ensuring that all bank accounts are being reconciled on a monthly basis;
(7) Maintaining and meeting the fund requirements at different locations of programs;
(8) Closely supervising the daily work of the Accountant / Finance officer.
C. Statutory Compliances
(1) Coordinating with statutory auditors for the annual audit process and providing necessary documents and records;
(2) Coordinating with the internal auditor for concurrent audits to ensure financial compliance with the organization’s procedures and guidelines;
(3) Supporting donor audits by addressing audit queries and preparing reports and utilization certificates for individual donor projects as per the terms and conditions of the grants;
(4) Coordinating with tax/PF consultants to prepare replies to notices from the Income Tax, FCRA, and PF departments while providing detailed information/documents requested during income tax scrutinies;
(5) Ensuring timely payment and deposit of EPF on a month-to-month basis, coordinating with the PF consultant to file quarterly and annual returns, and issuing annual PF statements to staff.
D. Grant Management & MIS
(1) Conducting monthly and quarterly reviews of the organization and program budgets, preparing analytical reports like BvA, burn rate, financial runway, and sharing key highlights with the Program and Functional Leadership teams;
(2) Coordinating with program teams to manage grants and contracts;
(3) Reviewing financial reports and documents submitted by partners;
(4) Processing due diligence for new partners, signing MOUs, releasing tranches, and finalizing the closure of individual partner grants online;
(5) Reconciling donor balances;
(6) Analyzing donor agreements to ascertain the usage of funds as per agreements with donors;
(7) Tracking online donations;
(8) Providing documents and information for new grant proposals.
E. Project Accounting
(1) Conducting project accounting for projects implemented through partner NGOs to ensure timely and accurate booking of project expenses;
(2) Tracking all advances made to projects and individuals and ensuring their timely reconciliation upon submission of bills;
(3) Coordinating with project staff for any financial queries or clarifications;
(4) Preparing donor reports/utilization certificates for donor reporting in coordination with program teams;
(5) Conducting financial reviews of selected NGO partners and submitting review reports.
Any other need-based tasks/ assignments given by the DFA.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification and Experience:
(1) Applicants must be qualified Chartered Accountants;
(2) Minimum of 8 -12 years of experience in finance and accounting (including supervisory experience), preferably with non-profit sector is required;
(3) Candidates with MBA (Finance), with relevant experience, as above, shall also be considered;
(4) Prior experience of working on ERP software shall be preferred.
Skills and Competencies
(1) Working knowledge of excel spreadsheets;
(2) Consistently approaches work with energy and a positive, constructive attitude;
(3) A team player with strong interpersonal skills and ready to take on additional tasks;
(4) Demonstrates the ability to multitask; (5) Thinks out of the box and has leadership skills.
5. COMPENSATION OFFERED:
Gross compensation budgeted for the position is INR 28 lacs per annum. The offer made to the selected candidate shall be commensurate with qualifications, experience, and salary history. 6. DURATION OF CONTRACT: This is a full-time position, with an open-ended contract. 7. LOCATION: New Delhi
