HSSEQ Compliance Specialist

HSSEQ System Conformance Onboard and In Office.

• Conduct regular HSSEQ system conformance training and familiarization for office and ship staff onboard implementation of the HSSEQ system for new vessels.
• Facilitate HSSEQ responsibilities for vessel take overs and hand overs.
• HSSEQ management software maintenance, training for office and shipboard personnel.
• Document management, including evaluations, analyses, and revisions.
• Evaluate, analyze, and maintain document/manual revisions, as well as uploading manuals and documents to shared drives.
• Maintenance and revisions of ASL HSSEQ systems.
• Monitoring of new and upcoming legal requirements and regulations from IMO, flag states, and international maritime associations.
• Evaluating, tabulating, and implementing action plans for legal requirements and regulations.
• Experience feedback and HSSEQ circulars creation and dissemination.
• Create and disseminate experience feedback as noted from fleet or third-party shared data.
• Create and disseminate HSSEQ circulars as required for implementation of new legal/HSE/other requirements.
• Creation and dissemination of safety/navigation/technical alerts.

Audits and Inspections.

• Member of the internal/third-party marine and HSSEQ audit team.
• Assist in coordinating, arranging, and timely follow-up of internal and external SMC/ISPS/MLC audits.
• Conducting shipboard and office internal HSSEQ audits.
• Preparation and participation in Crestline's document of compliance, ISO 9001,14001,45001, TMSA, and other such audits/inspections.
• Monitor nonconformances and observations by relevant stakeholders.
• Preparation, arrangement, and conduct of shipboard ISM/ISPS and ISO 9001, 14001, and 45001 audits.
• Study and analysis of port state inspections, ISM/ISPS/MLC audit reports (internal and external).
• Recommendations and advice to the fleet regarding focal areas of concern.
• Establishment and maintenance of KPI targets for port state inspections, ISM/ISPS/MLC audits (internal and external) and related action plans.
• Collation and dissemination of flag state/port state circulars to assigned vessels.
• Monitoring and evaluation of flag state/PSC MOU regulatory requirements and consequences/action plans if necessary.
• Maintenance of emergency/crisis management contact lists for shipboard marine pollution emergency plans for oil (SOPEP) and/or noxious liquid substances (SMPEP).
• Maintenance of emergency/crisis management contact lists for Crestline and associated third parties (e.g., media consultants/lawyers/salvage/medical).
• HSSEQ monitoring in relation to safety, health, and environment-related records (drills/exercises/recycling records/accident-incident reports/investigation and analysis/corrective actions records, etc.).
• Review and corrective actions from investigation and analysis of accidents, marine casualties, and near misses.

HSSEQ System Performance Review.

• Maintaining and monitoring HSSEQ key performance indicators (HSE reports) as required by vessel owners and other parties.
• Periodical management review of Crestline's HSSEQ system, record findings, and propose actions if necessary.
• Quarterly management review - participate in periodical management review of vessel HSSEQ systems, record findings, and propose actions if necessary.
• Preparation of tender documents as required by clients/oil majors/flag.
• Assistance to the HSSEQ manager in reviewing, maintaining, and updating TMSA according to industry best practices.
• Responsibility for preparation, planning, and follow-up for DOC, ISO, and other office audits.

Risk Assessments.

• Carry out office risk assessments, implement, and document risk mitigation measures.
• Review, evaluate, revise, and document risk assessments carried out by vessels.
• HSE campaign management.
• Creation and dissemination of HSE campaigns to the fleet.
• Evaluation and analysis of trend HSE feedback.

HSE Plan Drills and Training Management.

• Assist in creating and implementing HSE plans for the company/fleet.
• Conduct onboard and office HSE training (incident investigation/risk assessment/permit-to-work systems).
• Evaluate the company and fleet for HSE plan/drills/training compliance.

Requirements.

• Diploma holder in a related field/discipline.
• Self-motivated individual with a minimum three-year experience in the marine industry is a must.
• Possess initiative and able to multitask.
• Tech-savvy, adaptable to working with ERP.
