Strategic Leadership and Programme Development:

The Cluster Manager/Centre Manager will work closely with the Regional Director/Associate Director to lead effective programme planning and management across assigned clusters. Key responsibilities include ensuring timely delivery of key project milestones, fostering community and employer relationships, and promoting job retention through designated skilling centres.

Programme Implementation and Expansion:

Market assessment activities will be planned and led to monitor labour market trends and devise strategies for aligning existing programmes or proposing new initiatives. Project location identification and setup activities will be overseen to ensure adherence to agreed timelines and standards.

Performance Monitoring and Evaluation:

Regular performance monitoring and evaluation will be conducted to assess programme health and implement necessary corrections. Accurate and reliable data reporting will be maintained for the assigned cluster, ensuring transparency and accountability.

Stakeholder Engagement and Partnerships:

Liaison with stakeholders, including community leaders and other agencies, will be fostered to promote collaboration and support programme objectives. Collaboration with internal stakeholders, including the Livelihoods Division, Sustainability Team, and other departments, will ensure alignment and support for programme activities.

Operational Leadership and Mobilisation:

Leadership in mobilisation and outreach efforts will be provided to connect with communities and engage youth effectively. Placement and employer-connect initiatives will be driven to ensure strong partnerships and employment opportunities for programme participants.

Team Development and Capacity Building:

Mentorship and coaching of staff across assigned skilling centres will be provided to ensure high performance and adherence to organisational policies and procedures. A culture of continuous improvement will be fostered, enhancing staff capabilities and programme delivery.

Reporting and Governance:

Support will be provided to the Regional Director/Associate Director with mandatory reporting activities by preparing and sharing periodic performance reports for the assigned city/cluster. Full compliance with project hygiene and governance indicators will be maintained, ensuring high standards of quality and accountability.

Special Initiatives and Innovation:

Leadership in special initiatives or projects will be provided, contributing to regional and organisational goals. Continuous innovation will be promoted to improve programme delivery, staff performance, and programme offerings.

This role demands a proactive and detail-oriented leader with a passion for driving impactful programmes, building partnerships, and ensuring measurable outcomes. Excellent skills in strategic planning, leadership, stakeholder engagement, operational management, team development, capacity building, and reporting are required.
