About the Role

Cigna Healthcare, a division of The Cigna Group, is an advocate for better health through every stage of life. Our company guides customers through the healthcare system, empowering them with information and insight to make informed decisions about their health and vitality.

We are seeking a highly skilled Data Governance Strategist to join our International Health Data & Analytics Team. As a key member of this team, you will play a lead role in governing data by building new capabilities for managing data policy compliance across Cigna International Health.

The successful candidate will be responsible for implementing a data governance framework, deploying and embedding key data governance policies and standards. Good data governance drives good data management practices in business and program teams. This includes advising on data policy and data lifecycle, measuring maturity against those policies, and ensuring appropriate data governance is implemented throughout our business practices.

You will work closely with business, technology, and policy teams, interacting with analytics teams and data teams. Key stakeholders include IT, Data Privacy, Information Protection, Compliance & Risk Management functions.

Main Responsibilities

  • Take a lead role in influencing, creating, and managing data governance policies and standards, working with Business teams to establish data ownership and accountability.
  • Socialize and implement the data governance framework into business teams, driving its adoption.
  • Create and promote data quality management capabilities, coaching stakeholders on how to measure quality and build rules for 'what good looks like'.
  • Create and promote common data assets, such as business glossary, reference data, data inventories, data models, and data quality tools.
  • Monitor adherence to data policies and standards, governing potential policy deviations and escalating where necessary.
  • Take a lead role in facilitating the Data Governance Forums, reporting on data issues and priorities.
  • Work with internal Risk, Compliance, and Audit teams to ensure appropriate controls on data management are implemented into business operations.
  • Create and promote measurement of overall data maturity metrics.
  • Act as an expert data resource when dealing with external parties, such as auditors, vendors, and regulators.
  • Stay abreast of best practice marketplace tools and services.
  • Inspire thought leadership throughout the data community, ensuring we operate as a smart, learning team driving best practice through pragmatic delivery.

Requirements

  • 7+ years of experience in data management, gained across disciplines of data governance, data quality management, data standards management, reference data management, and data privacy disciplines.
  • Excellent stakeholder management and communication skills, with ability to influence both Business and Technology stakeholders at all levels.
  • Experience at intersection of customer, risk, and compliance, in context of 'risks related to data' events.
  • Possess knowledge of interdependencies of Business and IT functions in relation to data management.
  • Excellent facilitation, presentation, and storyboarding skills.
  • Strong analytical skills with regard to data management.
