
District Livelihood Program Manager

The role of a District Livelihood Program Manager is to oversee the implementation and management of livelihood programs at the district level. The successful candidate will be responsible for ensuring that all program objectives are met, and that the overall impact of the program is maximized.
Key responsibilities include:
- Managing budgets and resources to deliver the Livelihood program effectively
- Leading a team of staff delivering the Livelihood program at the district level and managing their performance
- Achieving targets at each stage of intervention, including mobilization, needs assessment, skills training delivery, and placement
- Supporting frontline staff in completing comprehensive needs assessments with youth to identify strengths, limitations, training, and life skills needs
- Formulating personal development plans for each youth, outlining training schedules and work or education targets
- Providing high-quality career counseling and impartial information, advice, and guidance to empower youth in making positive career choices
- Ensuring new starters receive structured induction programs
- Overseeing district-level community need assessments and mapping exercises of other stakeholders in local areas
- Supporting the Regional Senior Manager Livelihood Program in implementing updates to the Livelihood program designed by the national Livelihood Program Team
- Working with the Regional Senior Manager Livelihood Program to ensure staff have the necessary tools and training to perform their duties effectively
- Ensuring district-level staff record interventions and activities with youth effectively and data is reported and analyzed to improve quality of work
- Identifying and responding to risks that could lead to youth dropping out of the program
- Working with employers to ensure adequate placement opportunities exist for youth completing the program
- Brokerage and maintenance of partnerships with other skills training providers to add value to the Livelihood program
- Monitoring the effectiveness and quality of partner interventions and training delivery
To succeed in this role, you will need to possess the following skills and qualifications:
- Strong knowledge of MIS and computer skills
- Ability to multitask and manage people and time
- Strong people and communication skills
- Able to follow processes correctly and use specific tools and methods consistently
- Excellent team worker with strong oral and written communication skills, including good English proficiency
- Can-do attitude and willingness to use own initiative to solve ground-level problems
- Well-organized working style with excellent time management skills
- Ability to collect and process delivery evidence and data in line with key performance indicators
