Job Title: MEL Lead

Job Description:

This is a challenging opportunity to drive and enhance the Monitoring, Evaluation, and Learning function within a dynamic project operations environment.

The Key Result Areas (KRAs) include:

  • Technical Engagement & Research Design:

Collaborate with stakeholders to understand project requirements and actively participate in technical discussions to define research objectives and methodologies for both qualitative and quantitative studies.

  • Indicator Identification & Evaluation:

Lead the process of identifying, evaluating, and finalizing key performance indicators and research objectives aligned with project goals.

  • Proposal Development:

Design and develop comprehensive proposals for Monitoring & Evaluation, Impact Assessment, and Need Assessment studies, including frameworks, procedures, data collection tools, and questionnaires.

  • Capacity Building:

Train and develop data collection teams, ensuring clarity on methodologies, tools, and ethical guidelines.

  • Tool Development & Digitalization:

Oversee tool translation, finalization of skip patterns, and validation checks, and ensure seamless conversion of paper-based questionnaires into digital formats such as CAPI or other suitable platforms.

  • Implementation & Execution:

Execute MEL activities as per project requirements, ensuring timely data collection, adherence to protocols, and efficient field operations.

  • Data Management & Analysis:

Supervise data review processes, including cleaning, validation, and analysis, ensuring the integrity and accuracy of datasets.

  • Reporting:

Prepare high-quality reports, translating complex data into actionable insights for stakeholders.

  • Consultant & Stakeholder Management:
    • Effectively manage external consultants and internal teams as required, fostering collaboration, performance tracking, and alignment with project objectives.

The ideal candidate will have a degree in a relevant field, excellent communication and project management skills, experience in leading cross-functional teams, and managing multiple stakeholders. Strong analytical and problem-solving skills are essential for this role.
