Our Urban Capacities Program is dedicated to strengthening the staffing capability and capacity of city governments across India. Through strategic interventions in goal setting, competency management, process optimization, and performance management, we aim to build institutional muscle and memory in municipal governance. We are looking for a dynamic, experienced, and competent professional to serve as Head, Urban Capacities. This position reports to the Chief Policy and Insights Officer at Janaagraha.

What will the Head- Urban Capacities really do?

The Head, Urban Capacities will lead Janaagraha's efforts to drive systemic HR and institutional reforms within municipal governance, focusing on:

  • Shaping and executing a long-term strategy for municipal HR reforms, including staffing solutions and OD reforms, integrating thought leadership with practical interventions.
  • Leading and expanding the OD portfolio in States, from Goal-setting to Performance management, ensuring alignment with Janaagraha's broader mission and government priorities.
  • Building and managing a high-performing team to develop thought leadership material and guide impactful programs and projects.
  • Acting as a trusted advisor to government partners, supporting them in implementing people-centric reforms.
  • Fostering strategic partnerships with national/state governments, philanthropic and multilateral agencies, ecosystem partners, and knowledge institutions to amplify Janaagraha's impact.

Program Strategy & Thought Leadership

  • Developing and driving the strategic vision for the Urban Capacities Program, aligning municipal HR reforms and OD initiatives with Janaagraha's urban governance reform agenda.
  • Leading the development of policy briefs, white papers, and knowledge products, positioning Janaagraha as a leading institution in the field.
  • Tracking global and national trends in relevant HR and institutional reforms to ensure Janaagraha's approach remains cutting-edge and impactful.

Program Design & Execution

  • Overseeing the design and implementation of HR reforms and OD initiatives in States, working closely with State leads and Directors, State Programs.
  • Defining clear program goals, KPIs, and impactful metrics, ensuring data-driven decision-making.
  • Developing and maintaining competency dictionaries for urban development, utilizing frameworks for roles, activities, and competencies.
  • Leading training and capacity-building efforts for municipal officials, equipping them with skills and tools needed for effective governance.
  • Designing structured change management strategies for smooth acceptance of reforms within government institutions.

Advisory & Stakeholder Management

  • Serving as a strategic advisor to senior government officials on municipal HR reforms and OD initiatives.
  • Building and nurturing high-impact partnerships with government agencies, donor partners, philanthropic organizations, multilateral institutions, and domain/knowledge partners.
  • Representing Janaagraha in policy forums, conferences, and expert committees, advocating for sustainable municipal staffing reforms.

Team Leadership & Institutional Strengthening

  • Building and leading a high-performing OD team, fostering a culture of collaboration, innovation, and excellence.
  • Mentoring and developing team members, ensuring they have the skills and knowledge needed to drive impact.

Program Sustainability & Resource Mobilization

  • Developing and executing a sustainability strategy to ensure long-term funding and institutional support for OD initiatives.
  • Identifying potential donors, multilateral agencies, and philanthropic foundations aligned with municipal capacity building efforts.
  • Leading the development of funding proposals and grant applications, articulating a compelling case for investment in municipal HR reforms.

Qualifications and Experience

  • Master's degree in Public Policy, Public Administration, Human Resource Management, Business, Economics, or a related field.
  • 12+ years of experience in program leadership, urban governance, HR reform, public sector consulting, or institutional development.
  • Proven expertise in program strategy, policy design, and large-scale government engagement.
  • Strong understanding of urban development governance and/or municipal HR and capacity building models, and/or HRMS and LMS frameworks would be an added advantage.
  • Experience in budget management, performance tracking, and impact measurement.
  • Ability to navigate complex government structures and drive institutional change.

  • Good command over written and spoken English is necessary and further Indian languages desired.
