WHO ARE WE: Recognising the shifts that will govern the next decade in the development space and to take forward our ambition of emerging as a thought leader of this space, Tata Steel has steadily reworked its community-led engagement strategy, synergised its operating systems and established the Tata Steel Foundation, a section 8 Company. Tata Steel Foundation (the Foundation), a wholly owned subsidiary of Tata Steel Limited, was incorporated on August 16, 2016. With over 1600+ members spread over 17 units/territories and 06 states of Jharkhand, West Bengal, Odisha, Uttar Pradesh, Maharashtra and Punjab, the Foundation is a CSR implementing organisation focused upon co-creating solutions, with tribal and excluded communities, to address their development challenges. In FY24, the Foundation reached 4.77 million lives through its consolidated programme portfolio effectively positioned under Impact and Enterprise pathways on Public Health, Education, Livelihoods, Gender and Community Enterprise, Infrastructure and Tribal Identity, at a commitment of over 500+ Crores (INR). It is committed towards playing a larger role in India’s sustainable development as roadmap to achieving its Vision to create ‘an enlightened and equitable society where every individual realizes her potential with dignity’.
The Foundation has therefore broad-based its community engagement to effect societal changes through its national and regional change models that help consolidate diverse resource pools and multiply the impact potential on citizen’s lives. It also enables the Foundation to advocate a structure to government and other organisations working for positive change. This, in the recent times, has helped the Foundation to strategically look at emerging narratives, many of which including climate resilient livelihoods, rewilding of ecosystem, upscaling or re-purposing programmes reflect our community’s aspirations of an enlightened society.

(I) BACKGROUND AND CONTEXT OF THE JOB:
The Head of Infrastructure is a pivotal senior leadership position, reporting directly to the Chief Executive Officer (CEO), providing the opportunity to make a significant impact by driving infrastructure development that transforms the quality of life for underserved communities. S/he will play a critical part in shaping and implementing innovative infrastructure solutions that directly contributes to improving living standards, ensuring that every project aligns with the Foundation's mission of creating lasting societal change.
The focus of this role is on leading the design and execution of large-scale, high-impact infrastructure initiatives that resonate with the organization’s core development themes, such as public health, education, livelihoods, and community resilience. As part of the 2030 agenda, Head Infrastructure will contribute to broader development goals that emphasize sustainability and inclusivity, making this role key to the organization's long-term vision.
The Head Infrastructure will be responsible for managing and overseeing a total of 26 directly supervised employees, including managerial and supervisory staff, and an additional eight indirect reports consisting of managerial and supervisory staff across various locations.

(II) JOB DESCRIPTION:
A. Objectives of the Role:
(1) Develop strategies to integrate innovative design thinking into infrastructure projects across various geographies and themes, incorporating directional inputs from the Foundation’s Board, Tata Steel Limited (TSL), Tata Steel Group (TSG), and relevant government bodies;
(2) Plan, propose, implement, and review the Foundation’s Annual Business Plan for budgets of Rs. 100 Crore and above, as committed to the board;
(3) Design and implement innovative, cost-effective community infrastructure development projects (civil and structural) in collaboration with the Foundation’s core development themes;
(4) Uphold the highest standards of quality, safety, and compliance in alignment with group company norms.
B. Major Tasks and Responsibilities:
(1) Implement project management approaches to achieve functional goals within approved budgets and timelines (20%);
(2) Conceptualize, validate, design, and approve the execution of civil and structural construction initiatives (20%);
(3) Driving safety & total quality management in respect of civil and structural jobs (20%);
(4) Review the implementation of Annual Business Plan (ABP) across geographies to ensure its adequacy and alignment with the Foundation’s objectives and strategy (10%);
(5) Oversee vendor compliance, bill certification, and payment processes (10%);
(6) Mentor individual and team performance, guiding them towards professional growth and excellence (10%);
(7) Prepare and submit management reports, presentations, and progress reviews (10%).
(III) QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
A. Qualifications:
Applicants must have Master’s degree/MBA or equivalent along with Bachelor’s degree (B. Tech/ B.Sc./ B.E.) in Civil Engineering from accredited university. Alternatively, candidates with related specializations, such as Urban Planning, or Environmental Engineering, with strong experience in infrastructure management shall also be considered based on their compatibility with the role requirements.
B. Experience:
A minimum of 15 years of experience in Infrastructure (both Hard/Tangible & Soft/Intangible), of which at least 5+ years of experience should be in heading the vertical.
C. Skills And Competencies:
Skills:
(1) Expertise in Design Preparation and Bill of Quantities (BoQ) document metrics;
(2) Proficiency in Civil/Structural Design Softwares - AutoCAD/Civil 3D, STAAD Pro, MS-Project, Revit, etc;
(3) Strong Command of English and Hindi, both written and speaking is required;
(4) Knowledge of other languages such as Odia, Bengali, Santhali, Ho is a plus;
(5) Proficient in MS-Office suite, Power BI, Data Analytics tools;
(6) Skilled in Financial/ Budget Planning and Management;
(7) Familiarity with GIS mapping and geospatial technologies/software is highly desirable;
(8) Proven ability to implement project management and Agile methodologies, aligned with functional KPIs and OKRs.
Competencies:
(1) Proven experience in developing and executing large-scale rural infrastructure projects;
(2) Strong understanding of the linkages between climate change, ecosystems, and infrastructure projects (both large and small), demonstrated through previous work experience;
(3) Extensive expertise in climate risk, vulnerability, and adaptation assessments, with experience in participatory project identification and management;
(4) Strong mentoring and leadership skills, with a proven ability to guide and support teams for effective project delivery;
(5) Ability to thrive in diverse environments, with experience interacting with senior leadership on strategic initiatives;
(6) Demonstrated success in operational management and program execution;
(7) Skilled in crafting and delivering comprehensive reports and presentations to the board, effectively conveying key insights, performance data, and strategic recommendations;
(8) Strategic planning experience in developing annual business plans and long-term strategies, aligned with company objectives;
(9) Strong proficiency in managing complex data and overseeing financial performance of the vertical.
