Project Overview

The K-12 Cyber Hygiene and Cybersecurity Programming project, led by Cyberlite, focuses on enhancing cyber education for K-12 students across India, the Philippines, and Fiji. This three-year initiative under the U.S. Department of State seeks to improve cyber resilience and promote safe online practices through education and capacity building. Key project objectives include developing localized educational materials, training programs, and establishing frameworks for sustainable cyber hygiene education programs.



Position Description

The Lead Researcher will be responsible for driving the research and analytical components of the project, ensuring the delivery of high-quality products to guide educational and capacity-building activities. This position involves leading the development of baseline studies, designing research methodologies, and analyzing data to inform project strategies. The Lead Researcher will collaborate closely with Cyberlite staff, local partners, and stakeholders across target countries.


Key Duties & Responsibilities


Research Design and Implementation


  • Develop and refine research methodologies, including surveys and key informant interviews, based on the project’s theory of change and logic model.
  • Develop and execute a comprehensive M&E plan that tracks project progress and changes, with regular monthly and quarterly reporting. 
  • Design and implement a CLA approach that addresses the project’s learning questions.


Data Collection and Analysis


  • Lead baseline data collection efforts across the three target countries.
  • Analyze findings to inform the development of educational materials and training programs.
  • Collaborate with local partners, educators, and government stakeholders to align research efforts with local needs.


Technical Leadership


  • Provide technical oversight for the research component, ensuring alignment with project goals.
  • Manage and guide a research team, including local data collectors and analysts.


Knowledge Sharing and Capacity Building


  • Facilitate learning workshops to disseminate research findings and best practices.
  • Present research findings in meetings and conferences to inform project direction.


Deliverables and Reporting


  • Prepare comprehensive progress and performance reports on a frequent basis (quarterly, bi-annually, annually).
  • Prepare mid-project and final evaluation reports for external stakeholders. 
  • Contribute to the Monitoring and Evaluation (M&E) framework, providing evidence-based insights.


Deliverables


  • Key Informant Interviews and Landscape Surveys: Qualitative and quantitative data collection across the three target countries.
  • Data Analysis and Baseline Study Report: Analyze field data to compile a report on the current state of cybersecurity education. 
  • Existing Data - Desktop Research: Analyze existing publications and reports in this field to conduct a comparative study. 
  • Mid-Project Evaluation Report: Evaluation of the implementation phase, identifying successes and areas for improvement.
  • Participant Training Assessments: Collect pre and post-training assessment data and analyze findings in a performance report.  
  • Final Project Report: Summary and analysis of the project’s performance, including reports of the M&E plans, data collected, and CLA approach. 
  • Localization Framework: Guidelines for sustaining and scaling the cybersecurity education model.


Qualifications


Required:

  • Bachelor’s degree (Master’s preferred) in Education, Cybersecurity, Social Sciences, or a related field.
  • 2-5 years of experience in research, data analysis, and project monitoring, preferably within international education or cybersecurity sectors.
  • Strong written and verbal communication skills, with a proven track record of producing research reports and presentations.
  • Experience in managing research teams and coordinating multi-country studies.
  • Familiarity with USAID’s MEL frameworks and CLA principles.


Preferred:

  • Experience with education or digital literacy initiatives.
  • Understanding of education systems in South and Southeast Asia and the Pacific.
