Project Overview:

Bechtel is seeking to expand its decades long relationship with Reliance by providing Project Management Consultant (PMC) Services and Engineering Procurement and Construction Management (EPCM) Services for offsites and utilities (OSBL) for a multi-billion-dollar upgrade / expansion of existing petrochemical facilities in India. Reliance plans to augment its existing petrochemical facilities in Dahej, Gujarat, and Nagothane, Maharashtra, to expand its PVC capacity. The PMC Services will be led out of India with personnel deployed in Mumbai region, the project sites in India, as well as several key contractor locations across India. The EPCM Services for OSBL will be led out of Bechtel's India offices.This positions will be based in Nagothane.

Job Summary:

Responsiblefortheorganizationandactivitiesrelatingtoconstructionengineering,subcontracts,andengineeringliaisontothe design functional group. Interprets design drawings and specifications. Supervises field verification of materials. Provides technical direction to contractors in construction engineering and design functions relating to rigging engineering in an area of the project.

- Provides technical and administrative direction to contractors.

Major Responsibilities:

- Provides technical input into the development of transport and rigging and lift strategies by advising construction contractors, and field engineering personnel on crane and heavy transport requirements
- Reviews medium and critical risk lift plans and site transport plans submitted by contractors or others, or organizes the approval for critical lift and transport studies
- Monitors compliance of rigging operations with approved rigging plans and applicable codes
- Ensuresthatsignalpersons,riggers,CPRsandcraneoperatorsarequalified/certifiedasrequiredbystatutorycodesand Bechtel's procedures
- Monitors the performance of the rigging craft
- Develops rigging training materials and conducts rigging training courses for supervisors and craft as required.
- EstablishesaDesign/FieldEngineeringworkingrelationshipandlinesofcommunicationwithAreaFieldEngineerincluding agreement on engineering deliverables.
- Develops project construction procedures.
- Plans and recommends procedures to be implemented by construction contractors to ensure construction/rigging operations are within requirements of engineering design and specifications.
- Maintenanceofconstructionengineeringrecordsforjobhistory.Supervisesthereceiving,distributionandfilingofplansand specifications.
- Works with customer's resident engineering and operating personnel to coordinate construction/rigging activities.
- Implementscontrolsovervariablesaffectingjobprogresstoensureengineeringandprocurementprovidetimelydeliveryof drawings, materials, and equipment and to ensure that other corporate programs/rigging operations are fully utilized.
- Coordinateswiththe AreaFieldEngineer/ProjectFieldEngineerforanyworkrelatedtocontractadministrationandactivities affecting the contract administration operation.

Education and Experience Requirements:

- A recognized degree in an engineering or scientific discipline. Actual work experience leading to a thorough understanding of the technical knowledge described above.

Required Knowledge and Skills:

- Extensive working knowledge of rigging planning and execution standards and requirements
- Extensive technical knowledge and experience in construction engineering in the use of lifting equipment, alternative heavy lifting systems,mobilegantries,jacking,tailing,riggingequipment,andloaddistributionsystems,includinganunderstandingof transport/transfer of equipment, soil mechanics, and structural steel design
- Experience in brown field work, rigging studies and execution.
- Thoroughknowledgeofconstructionactivitiesastheyrelatetoengineeringdisciplines,costandscheduling,andcontract administration.
- KnowledgeofIndianstandardsandspecificationandcodesasapplicable,includingvarioussafetyproceduresandpractices associated with the construction/rigging activities.
- Familiar with Bechtel's Business Ethics handbook and policies.
- KnowledgeandunderstandingoftheapplicationandrequirementsoftheProjectEnvironmental,Safety&Health(ES&H) Handbook and the Bechtel Core Processes as they relate to area of responsibility.
- Knowledge of project-specific environmental compliance requirements.
- Knowledge of Bechtel's Zero Accidents safety program.
- Knowledgeoftheuseofsubcontractsknowledgeofthecontractor/subcontractor'sresponsibilitiescontainedinsubcontract documents.
- Prior experience supervising and administering subcontractors.
