Job Description Overview The Clinton Health Access Initiative, Inc. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. Program And Position Overview Following recent shifts in the global health financing landscape, including donor funding reductions, Lesotho, like many other countries, face significant challenges in sustaining critical health services. The Government of Lesotho (GoL) recognizes the urgent need to strengthen health system resilience and reduce dependency on external funding. In support of this effort, CHAI will work alongside the Ministry of Health (MoH) and other key government stakeholders to navigate this transition while maintaining essential health services for the population. This support will primarily be delivered through technical assistance, embedded in the Ministry of Health, providing rapid-response technical assistance to enable government leaders to make evidence-based decisions, implement priority reforms, and build sustainable systems. CHAI will work with the GoL on three strategic areas: (i) to identify funding gaps, (ii) maximizing existing resources through generating efficiencies, (iii) improve prioritization, and (iv) lay the groundwork for a more sustainable, integrated, and resilient national health system. In line with this, CHAI is seeking a Senior Technical Advisor working closely with the Ministry of Health (MOH) as a thought partner to strategize and implement strategies to enable the health system to remain resilient in the short-term, while building for long term sustainability. The Advisor will serve as a senior technical leader, supporting the MOH, other key Ministries, and government agencies in strategizing, designing and implementing technical strategies, interventions, and approaches to developing a sustainable health care system in line with national priorities. The individual will provide high-level strategic guidance and technical expertise across multiple workstreams, with a particular focus on health financing, resource mobilization, prioritization, and institutional capacity strengthening. The Advisor will be responsible for designing and implementing evidence-based approaches to address urgent health financing challenges while building government capacity for long-term sustainability. The Senior Technical Advisor will be seconded to the Ministry of Health, reporting to the Director of Health Planning and Statistics, and will work in close collaboration closely with other officers within the Directorate. Responsibilities Strategic Leadership and Technical Guidance - Lead the development and implementation of comprehensive technical strategies across the four strategic areas, ensuring alignment with GoL priorities and CHAI's approach to sustainable health systems strengthening - Provide senior-level technical advisory support to the MoH Director of Planning, and other key ministry leaders on health financing, resource allocation, and transition planning - Design and oversee economic evaluations, cost-effectiveness analyses, and resource allocation frameworks to support evidence-based prioritization decisions across HIV, HRH, and other health programs - Serve as a trusted thought partner to government counterparts, working closely with key stakeholders and development partners - Provide technical support in the development of investment cases for high priority health programs for use in advocating for resources from Ministry of Finance and Development partners - Provide technical support in the development of sustainability plans to help in reducing dependency on foreign resources - Provide technical support in the development of phased and costed sector-wide donor transition roadmap Capacity Building and Knowledge Management - Build technical capacity of MoH staff in health economics, financial planning, quantification, and strategic resources tracking mechanisms - Facilitate skills transfer through mentorship, joint work, and in-house training sessions to ensure the sustainability of analytical capabilities - Document lessons learned, develop tools and templates, and contribute to CHAI's global knowledge base on donor transition and health system sustainability Team Coordination and Management - Supervise and mentor the HSS Associate, providing guidance on technical approaches, stakeholder engagement, and professional development - Collaborate with CHAI Lesotho program teams to ensure integrated support - Contribute to the coordination of CHAI's regional and global Health Financing and HSS teams to access technical resources and share learnings - Contribute to donor reporting, work planning, and budget management for the HSS program Qualifications - Master's degree or higher in Economics, Health Economics, Public Health, Public Policy, International Development, or a related quantitative discipline. - Minimum of 7 years of progressively responsible experience in health financing, health economics, or health systems strengthening in low- and middle-income countries - Demonstrated experience providing technical assistance to government ministries, particularly in Southern Africa, with proven ability to influence policy and program decisions - Strong expertise in at least two of the following areas: health financing and resource mobilization, economic evaluation and priority setting, HRH planning and optimization, HIV program management, supply chain and quantification, or donor funding mechanisms (Global Fund, Gavi, PEPFAR) - Proven track record of conducting advanced economic and financial analyses, including cost-effectiveness analysis, budget impact modeling, fiscal space analysis, or public expenditure reviews - Analytical and problem-solving skills with high proficiency in Excel-based financial modeling and statistical software (Stata, R, or similar) - Outstanding written and verbal communication skills, including experience preparing policy briefs, technical reports, investment cases, and presentations for senior government officials and donors - Strong interpersonal and diplomatic skills with demonstrated ability to build trust and influence decision-making in complex, multi-stakeholder environments - Entrepreneurial mindset with ability to work independently, navigate ambiguity, and adapt to rapidly changing priorities - Vast experience in providing technical assistance in health systems strengthening and capacity building - Experience working in the Lesotho health system or with the Lesotho Ministry of Health highly preferred - Familiarity with Global Fund, Gavi, and PEPFAR funding mechanisms and application processes - Understanding of national, regional and global health care financing - Willingness to travel within Lesotho up to 20% of the time #jobreference3 #region3
