Key Responsibilities: Helpdesk Management - Provide strategic oversight of the hospital's IT Helpdesk function, ensuring timely resolution of user issues through phone, email, and on-site support. - Govern policies for IT asset management, including procurement, inventory tracking, AMC, warranty management, and vendor coordination for all hardware (desktops, laptops, printers, biometric devices, servers, networking equipment). - Approve and monitor budgets, resource allocation, and consumables usage (toner, cartridges, spares, IT supplies). - Ensure proper documentation and audit trails for IT materials, in/out registers, and asset lifecycle management. - Ensure biometric and access control systems function effectively with secure integration into hospital IT systems. - Regularly review and update departmental IT policies to align with hospital strategy, regulatory requirements, and technology standards. Hardware Management and Support: - Lead the management, installation, and maintenance of all IT hardware across the organization (servers, workstations, networking devices, etc.). - Ensure the availability and reliability of hardware systems by proactively identifying potential issues and addressing them in a timely manner. - Provide strategic oversight of hospital servers and data center infrastructure, ensuring maximum uptime for all mission-critical applications (HMIS, PACS, Tally, Insurance/MJPJAY systems, etc.). - Establish governance for server OS and application patch management (monthly/quarterly) to maintain performance, security, and compliance. - Manage hardware lifecycle, including procurement, upgrades, repairs, and decommissioning of outdated equipment. - Develop and implement disaster recovery plans for hardware failure. - Ensure robust data backup and disaster recovery plans, with offsite/cloud backup strategies to safeguard against data loss and downtime. - Approve and oversee data sharing policies and access management, ensuring secure folder creation, controlled permissions, and compliance with hospital IT standards. - Server Data backup manage. (All institutes functions- Videography, Photography data, User confidential data, MJPJAY data, HMIS database, PACS database, Tally database). Software Implementation and Integration: - Oversee the deployment, configuration, and integration of software applications, including HMIS support (Software Performance, User Complaint, User New requirements, Master Billing support, Password reset, printer configuration, software training). - Coordinate with software vendors and internal teams to ensure software meets organizational needs and regulatory requirements. - Manage the implementation of software solutions, ensuring alignment with overall IT and business strategies. - Lead testing, troubleshooting, and user training for new software applications. - Monitor and evaluate the performance of software applications, recommending updates or replacements as necessary. - Ensure legal compliance and security by managing: i) Microsoft licenses (periodic updates, renewals, compliance checks). ii) Antivirus licenses and enterprise-wide endpoint protection. - Application support - critical System, including: i) PACS (application support, imaging access coordination, troubleshooting) ii) EPBX (configuration, speed dialing, Zero Dialling, dialer tones, reports as per requirement). Health Information System (HIS) Coordination: - Act as the primary coordinator for all HIS-related projects, ensuring proper integration with other systems. - Oversee the administration, security, and data integrity of HIS, ensuring compliance with healthcare regulations and standards (such as HIPAA). - Lead efforts to continuously improve HIS functionality, performance, and user experience. - Collaborate with healthcare staff to understand their requirements, ensuring HIS supports clinical and administrative workflows effectively. - Provide ongoing support and maintenance for HIS, troubleshooting issues and implementing solutions. CCTV Management - Provide oversight of the hospital's CCTV infrastructure as part of IT systems, ensuring seamless integration, uptime, and data storage availability. - Plan and coordinate with vendors for installation, upgrades, and expansion of CCTV systems across hospital campuses. - Ensure data backup and storage management for CCTV footage in compliance with hospital IT policies and statutory guidelines. - Oversee asset management, documentation, and lifecycle tracking of CCTV equipment. - Define and monitor maintenance schedules, AMC contracts, and vendor SLAs for CCTV systems. - Ensure proper functioning of the CCTV control room equipment (consoles, servers, storage, cabling, and power backup). - Periodically review and update CCTV-related IT policies for data retention, access permissions, and integration with hospital IT infrastructure. Project Management - Provide leadership in identifying, planning, and executing new IT projects in alignment with hospital strategy (e.g., HMIS upgrades, ERP implementation, Telemedicine, Electronic Medical Records). - Ensure remote location IT support (e.g., UHTC, RHTC, satellite clinics) through secure connectivity, centralized monitoring, and standardized processes. - Oversee digital communication platforms and social media integration, ensuring alignment with hospital branding, patient engagement, and regulatory compliance. Vendor Management: - Develop and manage strategic partnerships with IT solution providers, HMIS vendors, telecom operators, and hardware suppliers. - Negotiate contracts, Service Level Agreement (SLAs), and pricing to ensure cost-effective solutions and high-quality services. - Monitor vendor performance and compliance with hospital standards and policies. - Ensure timely delivery, installation, AMC, and warranty services for IT assets and applications. - Evaluate new vendors and technologies to enhance hospital IT systems. - Maintain transparent documentation of vendor approvals, quotations, agreements, and renewals. Network & Cybersecurity Management: - Provide strategic oversight of the hospital's entire network infrastructure including LAN, WAN, Wi-Fi, fiber connectivity, and campus-wide networking solutions. - Ensure high availability, speed, and security of the hospital's IT network to support HMIS, PACS, LIS, telemedicine, and digital health applications. - Oversee the design, planning, and implementation of LAN cabling, network architecture, routers, switches, and wireless access points. - Ensure robust firewall and cybersecurity management (e.g., SOPHOS, cyber roams, endpoint protection), including internet access policies, website restrictions, and social media controls as per hospital policy. - Define and enforce network security protocols to protect against malware, ransomware, and unauthorized access. - Oversee the development and enforcement of IT security policies, including network security, data encryption, and user access control. - Develop disaster recovery and failover strategies to ensure business continuity during outages or cyberattacks. - Conduct regular audits to identify vulnerabilities and address security concerns. Strategic IT Planning: - Develop and execute the IT strategy aligned with the overall business and healthcare goals. - Plan and implement IT infrastructure changes to meet the evolving needs of the organization. - Stay abreast of technological trends, recommending and implementing emerging technologies to enhance operational efficiency. - Prepare and manage IT budgets, ensuring efficient allocation of resources. Team Leadership and Management: - Lead and manage the IT department, including recruitment, performance management, training, and professional development. - Foster a collaborative and innovative work culture within the team. - Assign tasks, set priorities, and ensure the IT team delivers high-quality services within established timelines. Required Skills & Qualifications: - Bachelor's degree in Information Technology, Computer Science, or a related field (Master's preferred). - At least 8-10 years of experience in IT, with a minimum of 5 years in a leadership role, preferably in the healthcare sector. - Strong experience in managing hardware systems, including servers, networking devices, and troubleshooting hardware issues. - Proven expertise in implementing and maintaining Health Information Systems (HIS), Electronic Health Records (EHR), or similar healthcare software. - In-depth knowledge of IT infrastructure, cloud services, networking, and system administration. - Excellent problem-solving skills, with the ability to diagnose and resolve complex technical issues quickly. - Strong leadership and team management skills, with the ability to motivate and guide IT professionals. - Excellent communication skills to collaborate with internal teams, senior leadership, and external vendors. - Experience with IT budgeting, planning, and resource management. - Knowledge of healthcare regulations and standards related to IT (e.g., HIPAA, HITECH, GDPR).
