Project Title: Modelling correlations of Power Sector decision-making and performance on critical Outcomes

**Background**

Affordable, reliable and secure electricity supply is an essential element for social development and economic growth. However, power sector is a highly complex arena entrenched with inefficiencies across the domains of planning, operations and management. The complexity of power sector results from its inherent technical and operational challenges, market structures, political economy, role of institutions, and capital investment requirements.

The outcomes of power sector has a direct impact on electricity tariffs, public finances and revenue, and emissions. Investments worth billions of dollars flow through Rajasthan’s power sector, across generation, transmission and distribution, annually because of its capital intensive nature. While the return on investments is typically far more secured for generation and transmission investors, public distribution utilities and consequently electricity consumers end up bearing the burden of systemic inefficiencies.

The complex political economy of the sector restraints all prudent costs to be passed on to the electricity consumers, starving the distribution segment of resources and draining public finances. While the correlations between power sector decision-making and operational performance are conceptually well understood, understanding of various quantitative outcomes is often poor. The outcomes are also probabilistic with significant level of uncertainty. Consequently, decision-making suffers from lack of objective clarity on outcomes while accountability for the same is low since objective parameters for decision making are absent.

**About the Project**

The fellow shall be tasked with developing a ‘Power Section decisions and outcomes’ instrument to simulate multi-year impact on asset utilisation, public finance risks, burden on public finance, retail electricity tariffs and need for subsidies.

**Objective**

We envision that this instrument shall facilitate accountability in power sector decision-making and induce systemic efficiencies. This shall further optimise electricity tariffs, reduce burden on public finances and untie resources for clean investments. We also envisage that this shall enable proactive decision making on treatment of legacy fossil assets and regulatory assets.

**Job Functions**

The fellow shall be tasked with end to end development of the instrument with inputs available from our team and other experts. This shall include creating a systems map encompassing generation, transmission and distribution of electricity and correlations with various objective outcomes. Lastly, the fellow shall undertake detail modelling exercise to develop the instrument.

**Skills Required**:

- Ability to undertake independent primary (consultations) and secondary research
- Excellent analytical and financial modelling skills
- Ability to understand financial books and draw relevant synthesis

**Salary**: ₹900,000.00 - ₹1,400,000.00 per year
