Buyer - Rolling Stock India

Responsible for implementing Country/ Regional sourcing strategies of all commodities in line with the Global Commodity Strategy and local regional / country requirement.

Analyze and select most suitable partner / vendors who are able to deliver high quality product / service at competitive pricing., Should demonstrate outstanding negotiation skills to create value with regards to key metrics such as lead time, cost, quality of the services been sourced. To focused on bringing continues improvement on improving performance of the vendors by collaborating and developing partnership approach with the suppliers.

**Responsibilities**
- Implementing Country/ Regional sourcing strategies of all commodities in line with the Global Commodity Strategy and local regional / country requirement
- Lead QCD relationships with suppliers at Site and Project level
- Perform comprehensive analyses of the suppliers financial stability, technical competency, capacity and capability analysis as required based on the criticality of the service involved on time to time basis
- Contribute to the technical review and clarification with suppliers and provide innovative solutions to solve high complex supply / supplier problems
- Review the supplier performance on regular basis along with the various stakeholder in different region and implement the action plans to meet the stakeholder
- Act as a bridge between supplier and stakeholder to meet and delivery the business requirement
- Knowledge of Ariba/SAP
- Managing all rolling stock sites like Indore, Bhopal, Mumbai, Chennai, Lucknow, Agra, Kanpur, RRTS Project, Gurgaon, Bangalore & Hyderabad Office etc

**Site Management**:

- Expertise: cost model, benchmark, market trends, supplier panel, LCC options,
- Help in Managing the catalogue definition and implementation (if appropriate): content, accuracy, evolution in relation with the Technical Advisor/Expert
- Support following subsegment procurement for Misc. Departments - Travel, HR, Administration, Engineering, Civil, Manufacturing Engineering, Depot. Facility & Utility Maintenance, Testing Homologation & Validation.
- Analyze risks and sets appropriate mitigation plan

**Sourcing Strategy**:

- Defines supplier panel in-line with Global and India Sourcing & Procurement Strategy and makes sure it is implemented at Site and Project level
- Lead the selection of suppliers as per Commodity strategy
- Ensure early involvement of suppliers at RFQ Stage

**Supplier Relationship Management**:

- Manage long term relationships with the supplier for all commodities (in particular for legal aspects)
- Negotiate and animates supplier QCD objectives and performance for the all commodities related to Site and Project.
- Perform regular (min. quarterly) supplier performance review (incl. quality) and solves major issues and secures objectives achievement
- Drive supplier negotiations as appropriate Decisions, frame agreement

**Educational requirements**

Bachelor Degree (Engineering) ; MBA / Specified certification in Sourcing / Procurement preferred

**Technical Knowledge / Experience**

8-10 + years of experience
Sourcing & & Procurement professional background, Proficient in Statutory regulation related to labor

Worked in Outsourcing service sourcing Projects, multi domain specialist

Emerging management experience (2-3 years), worked in matrix organization

Strong knowledge of commercial terms and conditions and structuring of Frame and specific agreement model with clear

terms and conditions to the best interest of the company

Demonstrate being proactive, self motivated, willing to go the extra mile

planning, organizing and analyzing data to build recommendations on sourcing strategies to meet both short and long term goal

Highly refined negotiation skills, documented track record of successfully negotiating complex, high value euro contracts for
