**Introduction**

Child in Need Institute (CINI) has been implementing/facilitating different programs to demonstrate models in improving quality of lives of children, adolescent and women in need. CINI also provides technical support to different State Governments and at National level for strengthening existing services and build up capacities of personnel working at different layers. CINI’s core model is based on CINI method that promotes a rights-based convergence approach which has so far attracted the attention of policy makers and other different actors of development sector, and which has proven to be an effective design to promote local level solutions for improving care and protection of Children.

**About “Project AHANA”**

India has the third highest disease burden of HIV in the world, with 2.1 million people estimated to be living with HIV. In 2001, GoI launched the EMTCT Programme (Earlier known as Prevention of Mother to Child Transmission PMTCT Programme) across the country which targets 58.66 million pregnant women for HIV under NACP-IV.

Considering the low uptake across the country Government realized that there is need to enhance the uptake to achieve the target and overall reduction of infection. Mother to child transmission is the primary route of transmission of HIV to children which occurs during pregnancy, delivery and breastfeeding period. In the backdrop of GoI. has decided for universal screening of Pregnant Women in Public and Private Sector for early identification of the disease and initiation of ARV to the positive mother.

Extension of PPTCT services will reduce the burden of transmission to children. In this background Elimination of Parent to Child Transmission of HIV and Syphilis (EMTCT) Programme is being facilitated by CINI-Child In Need Institute under Project “AHANA” in all 24 and 30 districts of State Jharkhand and Odisha respectively covering both public and private sector in close coordination with the State National Health Mission, State AIDS Control Society, Federation of Obstetric and Gynecological Societies of India-FOGSI, Professional Medical Association, Private Hospital and health care providers at districts and blocks.

Overall goal of the project is to increase the uptake of Prevention from Parent to Child Transmission (PPTCT) services.

**Objective of Program**
- Towards attaining universal access, facilitate expansion of HIV testing at Village Health, Sanitation and Nutrition Day (VHSND), Urban Health Facilities (including Private Sector) by building capacities of Health Service Providers.
- To ensure effective convergence of HIV testing
- Treatment and Care and support services for HIV positive pregnant women and HIV exposed babies till 18 months
- To develop a convergent and resilient data management system through continuous monitoring and mentoring of the facilities for quality programme delivery and bring them at ‘level ready’ for country EVTHS data validation

**Experience**

a. Experience: At least 03 years of experience related to Programme implementation preferably in the public health and HIV fields with progressively increasing responsibility includes conducting training needs assessments etc.

b. Demonstrated experience in supervising, managing and developing staff. Required rigorous Field Visit for on-site hand holding Support to District Team. Ability to priorities a varied workload, manage time and meet deadlines with good interpersonal and communication skills.

c. Familiar with Global Fund Programme indicators and reporting requirements. Excellent, reporting writing, analytical and oral presentation skills. Experience in knowledge management and dissemination of research findings.

**Competencies**

i. Project Officer (PO) is overall responsible for management of PPTCT activities in project districts both public and private sector

ii. The PO will work under the guidance of state project unit (PM, MEO, AAO) of SR. The PO will be responsible for Public sector performance reporting at the district level under the guidance of M&E officer

iii. The PO will have admin control of the private sector reporting arrangement and be responsible for SIMS update of the private sector performance under the guidance of M&E officer

iv. The PO will prepare the monthly progress report and submit it to the M&E officer.

v. PO will carry out the mapping and assessment of private sector health facilities.

vi. PO will explore the options of engaging private health facilities under appropriate model of NACP according to private health facility convenient

vii. PO will register a health facility under the private sector reporting arrangement, and follow up for regular reporting

viii. The PO will support the Field Officer (FO) in doing the situation assessment of the PPTCT program in each district using the format shared by PMU. The situation assessment will cover both public and private sector. The PO will compile the same for his area (2 - 5 di
